    Job Summary

    The Chief Executive Officer is the chief executive of the Center. S/he is the primary liaison to the health center Board of Directors. Under the Board’s direction, s/he represents the organization to the public and must ensure that the duties and goals of the Center are fulfilled. The Chief Executive Officer provides direction and leadership in formulating and achieving the Health Center’s philosophy and mission, strategic direction, goals and objectives; identifies and responds to funding opportunities and requirements for the Center; and manages the operations of the Center including supervising all Senior Leadership Team members and overseeing the activities of all Center staff.

    Duties And Responsibilities

    • Acts as Board liaison.
      • Implements the specific directives and general goals of the Center Board of Directors.
      • Participates in Board meetings as an ex-officio and nonvoting member of the Board.
      • Reports regularly to the Executive Committee and the Board, directly or through a Center staff person s/he assigns, on:
      • How the Center is meeting community needs.
      • Center finances, including budget, income, assets, and expenses.
      • Organizational and departmental updates.
      • Reports on compliance, performance improvement, progress on grant deliverables.
      • Grant and other fundraising opportunities.
      • Center contracts.
      • Works with Board committees as needed.
      • Delegates implementation and reporting requirements to appropriate staff.
      • Acts as Center representative.
      • Identifies partners in the local and broader community with which to develop mutually beneficial relationships.
      • Responds to any media or governmental inquiries.
      • Leads strategic planning and implementation.
      • Regularly assesses the needs of the community the Center serves.
      • Stays informed about local, state and national health center and health care trends through continuing education and knowledge development for strategic planning purposes, and advocates for all sectors to help meet the needs of the health centers.
      • Structures planning sessions with Board, staff and partners, and creates a strategic plan.
      • Provides leadership in the implementation of the strategic plan for the Center, including strategies to sustain and/or expand the Center to be responsive to the needs of the community.
      • Leads funds development and management.
      • Develops an annual budget and ensures the control of expenditures.
      • Identifies and responds to funding opportunities through grant writing, fundraising, and group purchasing.
      • Submits required federal and other grant and program reports.
      • Leads Center operations.
      • Manages and supervises all employees and day-to-day operations of Center.
      • Directly supervises Senior Leadership Team.
      • Ensures the proper implementation of Center policies and procedures
      • Monitors compliance with pertinent laws and regulations and encourages active performance improvement throughout the center.
      • Addresses other tasks as assigned by the Center Board or as arise due to changes in the business and health care fields.

      Knowledge, Skills and Abilities

      • Strong leadership and management skills
      • Strong financial management skills, including financial reporting skills, strong writing, communication and presentation skills, including the ability to gather, condense, and communicate a great deal of information to both staff and the Board and address differing levels of knowledge among staff and Board members
      • Strong research and analysis skills
      • Knowledge of non-profit, finance and health care laws and regulations relevant to a health center
      • Knowledge of local, state and federal health care environment affecting the Center and ability to follow the changing industry requirements in the health and business arenas
      • Grant writing and fundraising skills
      • Computer skills with Microsoft Windows and Office Professional (Word, Excel, and PowerPoint), including knowledge of computer technology in a health care setting
      • Willingness to travel
      • Ability to solve problems
      • Ability to prioritize and allocate resources
      • Ability to work flexible hours

      Preferred

      • Knowledge of local, state and federal health center requirements.
      • Bilingual in English and Spanish is preferred but not required.
      • Bachelor’s Degree in Health Services Administration or related field
      • Seven (7) years of experience in a health care delivery setting
      • Five (5) years experience in management
      • Experience in targeting of health and human services to underserved populations
      • Experience in the preparation and development of grant applications to federal, state or private foundations
      • Experience reporting to public or private funding agencies
