Job Description


CORMAC is looking for a skilled Product Owner to provide exceptional Product Team support and oversight that will result in the successful execution of deliverables aimed at achieving program initiatives. In this role, the Product Owner will be responsible for leading specific Product Team(s) that often rely on integrated, cross-functional, multi-stakeholder teams throughout all project lifecycle phases. The incumbent will provide Product Owner leadership on complex multi-stakeholder projects that entail product design, enhancement and implementation, and are intended to support a wide variety of customers, in particular users who rely on timely, secure, reliable and accessible data for decision-making.


Responsibilities


This is a leadership role within a project team. As a result, the selected candidate is expected to provide guidance, direction, and governorship of the Product Team’s goals, objectives and timelines. This position also includes the authority to provide feedback to staff that includes conducting annual performance reviews in accordance with corporate direction, holding staff accountable to deliverables and timelines, and contributing to the corporate annual targets and strategies.


In addition to leadership expectations, a successful candidate must:



  • Participate in and lead team-level ceremonies, as needed, including Backlog Refinement, Iteration Planning, Daily Stand-ups, Reviews, and Retrospectives.

  • Develop, refine, and prioritize the product backlog, including user stories, acceptance criteria, and technical enablers in alignment with the Definition of Ready and Definition of Done.

  • Collaborate with the Agile team to plan and commit to work during Program Increment (PI) and Iteration Planning.

  • Represent the team in Program Increment Planning as needed and coordinate dependencies with other teams.

  • Work with Product Management to align team deliverables to roadmap and business priorities.

  • Accept user stories as done based on defined acceptance criteria and quality standards.

  • Collaborate with the System Architect and other stakeholders to ensure technical feasibility and architectural alignment.

  • Ensure the solution meets user and business needs through continuous feedback and validation.

  • Provide oversight and lead Product Teams through all project lifecycle phases.

  • Provide oversight of Product Teams that engage in cross-functional teams to deliver final products to our customers.

  • Develop and maintain product plans, schedules, risks, issue logs and proactively address risks through timely mitigation plans and interventions.

  • Identify and manage product risks, assumptions, and dependencies across teams and releases.

  • Report risks, mitigation plans/strategies to the Project Director and Product Manager.

  • Track the Product Team’s performance on deliverables using Key Performance Indicators (KPI).

  •  Serve as the primary point of contact for product stakeholders by providing demonstrations of team achievements as appropriate.

  •  Facilitate meetings, status briefings, and decision-making sessions.

  •  Support clients in understanding product progress and dependencies.

  •  Coordinate work across analysts, developers, data scientists, and Subject Matter Experts (SME).

  •  Foster a collaborative environment that supports innovation and accountability.

  • Oversee documentation, deliverable reviews, and Quality Assurance (QA) processes.

  • Ensure compliance with federal and client data security and accessibility requirements.

  • Promote continuous improvement and knowledge sharing

  • Managing budget and schedule for projects involving multiple stakeholders with varying degrees of influence and control over project resources

  • Coordinating with client staff and other Contractors responsible for other aspects to ensure project success.

  • Identifying key objectives, tasks, and projects.

  • Tracking, identifying and mitigating project risks and escalating issues as appropriate  

  • Drafting reports on operations and plans for stakeholders.

  • Acting as a liaison and spokesperson for the program.

  • Determining new projects, programs, and initiatives for the project.

  • Perform other duties as assigned.


Minimum Qualifications



  • A Bachelor’s degree from an accredited institution, preferably in business and technology.

  • Must be a U.S. Citizen 

  • Professional experience with ten(10) years as a Product Owner, or equivalent, responsible for managing complex systems and workflow. 

  • Experience leading, overseeing and developing teams.

  • Experience tracking, identifying and mitigating project risks and escalating issues as appropriate. 

  • Knowledge of various project management methodologies (e.g., Agile/Scrum).

  • Proven client management experience.

  • Must demonstrate a detailed understanding of multiple federal & non-federal stakeholders with the proven ability to conduct multiple stakeholder meetings, preparing and delivering presentations on tasks.

  • A history of directing projects and Product Teams with reasonable cost effectiveness and efficiency, including involving the customer in all essential stages of data analysis and research.

  • Proven experience effectively communicating and presenting information to company personnel, external customers, and executive management.

  • Proficient in MS project management tools and MS Office desktop publishing and document formatting tools (Word, Excel, PowerPoint, Visio).


Preferred Qualifications



  • A Master’s degree from an accredited institution, preferably in business and technology.

  • Agile, SAFe certification. 

  • Experience working on federal projects.

  • Experience with tools such as Jira and Confluence.

  • Knowledge of front-end technologies like JavaScript, HTML, and CSS.
