Position Overview/Duties
THIS ANNOUNCEMENT WILL BE USED TO FILL 2 X VACANCIES.
This position serves as a Security Integration Specialist for the U.S. Army Corps of Engineers (USACE) Critical Infrastructure Cybersecurity Center of Expertise (UCIC-MCX) for the Little Rock District. The specialist is responsible for the integration of cyber and physical security systems as directed by the Civil Works (CW) National Information Assurance Manager. This role provides security-related technical expertise and support for USACE Civil Works infrastructure sites across the nation. The incumbent will develop plans, procedures, and processes to address personnel, information, and physical security risks inherent to the deployment of industrial control systems that operate critical infrastructure. They will evaluate existing security measures, recommend improvements to protect industrial control systems affecting national security, and serve as a liaison with federal, state, and local law enforcement and other security agencies.
Major DutiesOther Conditions and Requirements
- Security Integration and Inspections (40%)
- Performs physical and cybersecurity integration inspections on facilities housing Civil Works' industrial control systems, including restricted areas, navigation locks, dams, and power plants.
- Prepares written reports detailing findings, conclusions, and recommended actions.
- Reviews and evaluates security controls that protect access to industrial control systems, such as lighting, fencing, and intrusion detection systems.
- Serves as the primary liaison with Headquarters, Divisions, and Districts on matters related to the security of industrial control systems.
- Security Program Development (35%)
- Develops and executes a security clearance program for USACE Industrial Control Systems.
- Documents the security posture of critical infrastructure cyber systems through security assessment processes.
- Performs security risk assessments and vulnerability evaluations of the physical components of industrial control systems.
- Serves as a member of the USACE cyber threat working group and the cyber threat advisory group.
- Information Security (15%)
- Reviews guidance for and implements the DoD Information Security Program for the UCIC-MCX.
- Provides for the proper classification, declassification, and safeguarding of classified defense information and documents generated, processed, and/or stored by the installation.
- Security Training and Coordination (10%)
- Coordinates with the Headquarters USACE Security Program Manager to ensure annual OPSEC and SAEDA training includes industrial control systems to raise awareness of security issues.
- Provides security briefings and presents opportunities to personnel both inside and outside the USACE organization to advantage security controls.

Minimum Education & Experience Requirements
Specialized experience is defined as: 1) conducting comprehensive physical security inspections/surveys of installations/facilities with industrial control systems or 2) implementing security policies, instructions, procedures for industrial control systems of installations/facilities: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-09.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

- This position requires the incumbent obtain the following core SPeD certification within their first two years of employment [Special Program Security Credential].
- In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
