A rapidly growing remote services organization is seeking an experienced HR Manager to establish, manage, and enhance its people operations function. This role is ideal for an HR professional who enjoys building processes from the ground up, balancing compliance with employee experience, and supporting a geographically dispersed workforce.

As the organization's primary HR leader, you will collaborate closely with recruiting and people-focused teams to develop scalable HR programs, ensure compliance, and create the infrastructure needed to support continued growth.

Position Overview

This is a hands-on role focused on building and improving HR operations in a fast-paced environment. The successful candidate will oversee HR compliance, employee relations, onboarding/offboarding processes, policy management, HR systems, and documentation while creating scalable frameworks that support long-term growth.

Key Objective

Develop and maintain a structured, scalable HR function that supports a remote, multi-state workforce while ensuring compliance, operational efficiency, and a positive employee experience.

Key Responsibilities

HR Programs & Process Development

  • Review and maintain existing HR initiatives, documentation, and compliance activities.
  • Identify operational gaps, risks, and process improvement opportunities.
  • Develop and maintain HR playbooks, policies, SOPs, workflows, and checklists.
  • Establish repeatable processes that can scale with organizational growth.
  • Conduct periodic reviews to ensure HR systems and procedures remain current.

HR Operations & Compliance

Hiring & Onboarding

  • Partner with recruiting teams to support compliant hiring practices.
  • Manage offer documentation, onboarding processes, employment paperwork, I-9 compliance, policy acknowledgments, and required training.
  • Coordinate state-specific employment requirements and employment registrations where applicable.
  • Build and optimize onboarding experiences for different roles and locations.

Offboarding

  • Manage employee separations in accordance with applicable federal and state regulations.
  • Coordinate final pay requirements, documentation, system access removal, and separation communications.
  • Support managers with performance-related processes, including documentation and improvement plans.

Policies & Risk Management

  • Maintain employee handbooks and HR policies.
  • Track legislative and organizational changes that impact HR practices.
  • Ensure proper documentation, acknowledgments, version control, and communication of policy updates.
  • Partner with leadership to evaluate business risks and compliance considerations.

Employee Relations

  • Serve as a trusted HR resource for employee inquiries and workplace concerns.
  • Provide guidance on leaves of absence, workplace conduct, wage and hour matters, accommodations, and other employee-related issues.
  • Escalate high-risk matters appropriately while maintaining confidentiality and accurate documentation.

HR Systems & Documentation

  • Maintain accurate employee records and HR data.
  • Administer HRIS and employee-related systems.
  • Ensure HR files, policies, and documentation are centralized and easily accessible.
  • Support ongoing data integrity and reporting needs.

Knowledge Management & Documentation

  • Create comprehensive process documentation, templates, and operational guides.
  • Develop training resources and process walkthroughs for recurring HR activities.
  • Build a sustainable knowledge base that supports future team growth and continuity.

Strategic Partnership

  • Collaborate with leadership and cross-functional teams to improve people-related processes.
  • Identify recurring organizational challenges and recommend practical solutions.
  • Communicate compliance considerations, risks, and recommendations in a clear and business-focused manner.
  • Help define responsibilities and expectations across HR, management, and employee-facing teams.

Desired Outcomes (6–12 Months)

  • HR processes, policies, and documentation are organized, current, and easily accessible.
  • Hiring, onboarding, and offboarding operate through standardized, compliant workflows.
  • Employee inquiries and HR matters are addressed efficiently and professionally.
  • Leadership has visibility into HR priorities, compliance status, and process improvements.
  • The HR function is viewed as reliable, scalable, and proactive.

Required Qualifications

  • 5+ years of progressive HR Generalist or HR Management experience.
  • Experience supporting remote, multi-state U.S. workforces.
  • Strong knowledge of federal and state employment laws and compliance requirements.
  • Experience managing employee relations and performance management matters.
  • Demonstrated success building or improving HR processes, policies, and operational frameworks.
  • Ability to independently research issues, recommend solutions, and recognize when legal guidance is required.
  • Experience working with HRIS platforms and HR technology.
  • Strong written and verbal communication skills.
  • Experience supporting employees in California is required.

Preferred Qualifications

  • Experience supporting employees in Colorado, Illinois, Maryland, and/or Pennsylvania.
  • Background in high-growth service-based, agency, customer support, sales, or operations-driven environments.
  • Experience conducting HR compliance reviews or operational audits.
  • Familiarity with AI tools for policy drafting, research, documentation, and process development.
