Job Description

Idaho National Laboratory is hiring a Data Analyst to work on our Materials and Fuels Complex team.

This position is located at our Materials and Fuels Complex, which hosts the core of the U.S. nuclear research and development capabilities with a diverse array of facilities designed for remote work on highly irradiated fuels and materials. A new fuel idea can be designed, fabricated, tested, and analyzed at MFC to better understand the effects of irradiation. Many groups, such as universities, industry partners, other national laboratories, international research organizations, and other federal agencies are working at MFC. Our team works a 4x10 schedule with every Friday off.

Essential Job Functions And Responsibilities

  • Build and sustain robust data collection, analysis, and evaluation strategies aligned with industry best practices for new and existing Talent Development programs.
  • Guide non-technical stakeholders through the process of identifying the program goals into strategic measures demonstrating impact.
  • Partner with program managers and channel leads to define meaningful outcomes before programs launch when possible.
  • Leverage available data, such as end-of-course feedback, follow-up data, program participation, individual competencies to refine existing programs and ensure alignment with lab priorities.
  • Work with customers to identify requirements and model data and/or complex visualizations that meet customer needs for the building of dashboards and reports.
  • Design, develop, implement, and maintain data models, data marts, and other data deliverables, leveraging many different data sources.
  • Proactively identify and surface relationships between development activities and key organizational outcomes such as retention, career progression, safety performance, and succession readiness.
  • Conduct ROI studies on strategic programs to quantify return, inform investment decisions, and evaluate alignment of development solutions with business outcomes.
  • Translate evaluation data into actionable insights and recommendations that influence program design, continuous improvement, investment decisions, and strategic priorities.
  • Distill development efficiency, effectiveness, and outcome measures into executive-ready summaries to communicate impact to senior leaders and those outside of TD.
  • Identify and execute opportunities to reduce manual processes in TD and areas where AI or automation could support TD or lab populations and prioritize high impact projects.
  • Develop action plans based on evaluation results and regularly follow up on progress, leading change management initiatives as needed.
  • Mentor/educate colleagues on evaluation methodologies and analytical strategy.

Knowledge/Skills/Abilities

  • Development experience in PowerBI, Tableau, SQL, agentic AI.
  • Ability to design assessments, surveys, and measurement frameworks aligned with business outcomes.
  • Technical literacy and the ability to learn new tools, troubleshoot independently, and figure things out without step-by-step instruction.
  • Ability to communicate with technical and non-technical audiences, shifting context for both.
  • Excellent communication and collaboration skills to work effectively with stakeholders.
  • Analytical skills to interpret data, identify patterns, and derive actionable insights.
  • Attention to detail and ensures data is accurate and aligned with reporting standards.
  • Able to prioritize activities and resolve complex technical problems.
  • Self-motivated and able to take the lead for timely resolution of issues.
  • Ability to influence without authority, ask the right questions, and drive alignment across diverse stakeholders.
  • Ability to adapt to changing priorities and manage multiple evaluation projects simultaneously.

Minimum Qualifications

  • Level 2-Bachelor’s degree in data analytics, statistics, human capital analytics, education, organizational development, or a related field and 2 years of relevant experience OR a Master’s degree in data analytics, statistics, human capital analytics, education, organizational development, or a related field. ***
  • Level 3- Bachelor’s degree in data analytics, statistics, human capital analytics, education, organizational development, or a related field and 5 years of relevant experience OR a Master’s degree in data analytics, statistics, human capital analytics, education, organizational development, or a related field and 2 years in relevant experience.
  • Proficiency applying relevant and emerging AI analysis tools and automation platforms.
  • Experience in training and organizational development evaluation models and best practices (ROI Methodology, Kirkpatrick, LTEM, TDRp, or equivalent).
  • Experience calling APIs or working with system integrations to connect data sources.
  • Experience with measurement and operational tools like Microsoft Power Automate and Power BI.
  • Experience deploying lightweight web applications or tools like Power Apps and demonstrated comfort building such solutions with AI assistance.
  • This position is subject to export control restrictions per the Department of Energy. For this reason, you must be either a US Citizen or a US Green Card holder to qualify for the job.

The Ideal Candidate Will Have The Following

  • Master’s degree in data analytics, statistics, human capital analytics, education, organizational development, or a related degree.
  • Experience in training and organizational development evaluation models and best practices (ROI Methodology, Kirkpatrick, LTEM, TDRp, or equivalent).
  • Experience calling APIs or working with system integrations to connect data sources such as Asset Suite, Passport, Primevera (P6), etc.
  • Experience deploying lightweight web applications like Power Apps and demonstrated comfort building such solutions with AI assistance.

Job Information

  • The pay range for this position is: Level 2- ($66,504 -$136,356) / Level 3- ($79,344-$162,732). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials, manipulate tools, keyboard, and type, reach with hands and arms, and operate job-related equipment. The employee must occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
