Job Description



RX3 Communications, Inc. is a HUBZone-certified federal design-build general contractor. We specialize in electrical, fire protection, and specialized industrial construction for federal customers including NAVFAC, USACE and other DoD customers. Our anchor contract is a $240 million, eight-year NAVFAC fire protection MACC covering design-build fire suppression, fire alarm, and fire protection system projects across Navy and Marine Corps installations. We are a small, high-performing team and every person on this team has a direct, measurable impact on the company's trajectory.


** Given our West Coast project concentration and Hubzone program participation, preference will be given to candidates residing in a certified Hubzone in either the Pacific or Mountain time zones **


The Role

We are hiring a Project Manager to own the full lifecycle of federal design-build construction projects in the $5–15 million range: from contract award through close-out. This is not a PM role where you inherit a project mid-stream and manage paperwork. You will drive every phase of project execution: leading internal strategy sessions, building the buyout and subcontracting plan, managing the design process, overseeing construction through your field team, controlling cost and schedule, managing Government correspondence, and delivering the project on time, on budget, and at the quality standard that wins the next contract.


At RX3, the PM owns the project. You are supported by an estimator, a project engineer, a director of field operations, and a quality control manager — but you are accountable for outcomes. The President is available for strategic guidance but does not run your projects for you.


This position is remote with regular travel to project sites for kickoff meetings, design coordination, site investigations, and periodic field visits during construction. Total travel 2-4 days per month on average.


Pre-Construction Responsibilities

  • Lead the internal post-award coordination meeting to establish the project execution strategy
  • Lead the design kickoff meeting with all design subcontractors; map required design inputs to contractual deliverables and identify inter-discipline dependencies
  • Develop and manage the project schedule, including period-of-performance feasibility analysis
  • Drive the existing conditions verification process to confirm site conditions match design assumptions before construction begins
  • Develop and submit the initial RFI package to the Government
  • Coordinate development of the QC Plan, Safety Plan, and baseline schedule for Government submission
  • Lead the Government post-award kickoff meeting and secure Notice to Proceed


Construction-Phase Responsibilities

  • Lead a weekly project status meeting covering safety, schedule, cost, quality, sub performance, submittals/RFIs, billing, and open items
  • Manage project schedule against baseline; identify variances, develop recovery plans, and escalate critical-path delays
  • Maintain the project cost tracker; monitor committed cost, incurred cost, and estimated cost at completion against budget
  • Manage billing against the approved Schedule of Values; monitor fiscal-year revenue delivery and flag risks early
  • Oversee subcontractor performance across schedule, quality, and coordination dimensions; manage performance issues through a defined escalation process
  • Manage change orders from identification through Government negotiation — including differing site conditions, Government-directed changes, and scope gaps
  • Coordinate with the QCM on three-phase inspection execution and deficiency resolution
  • Manage all formal Government correspondence including RFIs, submittals, schedule updates, and modification requests
  • Prepare or oversee the weekly status report for internal distribution


Close-Out Responsibilities

  • Coordinate delivery of as-built drawings, O&M manuals, test reports, and warranty documentation
  • Manage financial close-out including final payment applications, sub final payments, lien waivers, and retainage release
  • Conduct a formal lessons learned review at project completion


Required Qualifications — All Must Be Met

  • Minimum of two (2) completed federal design-build projects managed as the prime contractor's Project Manager from NTP through close-out, each valued at $5 – 25 million.
  • At least one of those projects must have been performed for NAVFAC or USACE
  • Demonstrated experience managing trade subcontractors as a general contractor, including subcontract execution, sub performance management, and sub payment processing (owner's rep experience does not satisfy this requirement)
  • Demonstrated experience overseeing three-phase QC execution (UFGS 01 45 00.00 10) on at least two federal projects
  • Experience with FAR/DFARS contract administration including change orders (FAR 52.243), differing site conditions (FAR 52.236-2), and contract modifications
  • Proficiency with Primavera P6
  • Strong written communication skills for Government correspondence, RFIs, change order proposals, and project reports
  • Valid driver's license and ability to pass a federal background check for military installation access
  • U.S. citizenship or permanent resident status


Preferred Qualifications

  • Strong preference will be given to candidates who reside in a HUBZone-qualified census tract. RX3 is a certified HUBZone small business, and employees who reside in HUBZone-qualified areas help the company maintain a certification that is critical to our federal contracting eligibility.   • Experience managing federal fire protection, fire alarm, or electrical system design-build projects
  • Familiarity with NFPA 13, NFPA 72, NEC, and UFC fire protection requirements
  • Experience on active military installations with base access, security, and operational constraints
  • PMP or CCM (Certified Construction Manager) certification
  • OSHA 30-hour Construction Safety certification
  • Davis-Bacon / prevailing wage project experience
