Job Description


HR Manager, Greater China


Location: open to all Tier-1 cities in Greater China


Overview


Act as HR business partner to leadership in Greater China and support HR initiatives to be rolled out in the region. A project manager for certain aspects of several key HR disciplines and programs in talent acquisition, payroll and welfare administration, talent management and development, and key administration tasks. Lead the HR Admin personnel to provide quality support to leadership and staff daily.


Reporting line:

Function aspect to HR Director, ASPAC;

Local management aspect to General Manager Head


Direct report:

HR BPs in Greater China (North, Central, South including Hong Kong SAR)


Responsibilities:

Overall:

Be the preferred partner as well as gatekeeper for all Greater China HR topics, both as a support to regional and global HR management, as well as the main business partner of Greater China management team.


Lead, grow and train a team of skilled HR BPs across Greater China, to support business and company growth.


Become a key member of the Greater China management team, as well as of the APAC Regional HR management team.



Talent Acquisition:

  • Organize and implement Clasquin’s Greater China recruiting program, covering the existing branch offices and satellite offices.
  • Propose and organize employer branding campaigns via various channels, within and outside of Clasquin organization by working with Talent Acquisition Manager and Corporate Marketing folks.
  • Manage communication with hiring managers by providing them with regular status updates on active searches and touch base meetings as needed.
  • Work with Talent Acquisition Manager, develop material and with leadership present at all on-site university visits if any.
  • Establish and maintain relationships with candidates as well as recruitment agencies as needed. Collect intelligence related to talent landscape in our industry sector and advise line managers in a systematic approach. (Can be removed if TA Manager in place.)
  • Work to minimize external recruiting fees by building databases and keeping a talent pipeline in Greater China, esp. in sales candidates with portfolio.
  • Actively lead and/or participate in VIE program when there is the need locally.


Compensation & Benefits:

  • Manage HRIS with guidance from HR Project Manager at HO, and ensure accuracy of personnel data and payroll payment on a timely basis.
  • Manage a full range of welfare service in Greater China, internally or via vendors.
  • Manager the labor agents in Greater China and the transition of payroll / IIT outsourcing.
  • Work with ASPAC C&B Manager, ensure all C&B programs under different employment contracts and employment arrangements are compliant with the local government regulations, whilst keeping in line with the relevant company policy. Goal is to ensure internal equity and consistency in ASPAC.


Talent Management and Development:

  • Facilitate performance management process. Provide training or assist in the training to staff on the whole process when needed.
  • Participate in talent review and provide input to GC leadership.
  • Provide HR council to GC leadership on performance related topics, i.e. recognition and reward of top performers, development of hi-po talents, and driving PIP (“Performance Improvement Plan”) when there are low-perf (bottom 5%). Check in the progress as needed.
  • Propose, lead and follow through key talent development initiatives and facilitate actions.
  • Make suggestions on programs to be rolled out to address capability gap. (To work with ASPAC OD Manager when s/he’s onboard, in 2027/28)
  • Work with Managers in job analysis and provide inputs in team structure, operation and process optimization.


Relationship Building and Employee Engagement:

  • Establish/maintain strong and collaborative relationships with employees across practice areas as well as with HR staff to identify talent issues (e.g. engagement, performance, etc.).
  • Active involvement in the HR Community, e.g. join task forces, proactively seek out opportunities to increase visibility and involvement.
  • Provide confidential guidance to junior managers on staffing, employee relations, performance management, internal transfers and employee development.
  • Provide confidential coaching and counsel to employees in areas such as conflict resolution and career development.
  • Encourage participation in Fun’O’Meter survey across Greater China. Follow up with improvement actions and keep team informed of progress on a regular basis.
  • Foster an open, collaborative working environment by offering support to both leadership and staff.


HR Admin Responsibilities:

  • Lead mid and junior HR staff/intern and provide executive support to leadership and team.
  • Proactively seek to own initiative; make recommendations based on feedback from team, via Fun’O’Meter, exit interviews and the general sense of the office culture. Lead and manage programs such as happy hours, birthday celebrations, team building, annual dinner/party, outing/company trip, off-site workshop and etc.
  • Regularly evaluate the effectiveness of the on-boarding process and proactively suggest and implement approved enhancement.
  • Manage logistics associated with implementation of Clasquin HO training and local training programmes.
  • Conduct exit interviews. Look for departure trends at the junior-mid levels and proactively suggest changes which could reduce turnover.
  • Select administration supplier and manage costs, i.e. office supplies/stationaries, corporate appointed hotels, travel agents, car rental and etc.
  • Guide the team to provide timely support in working visa application / transfer / extension / renewal to foreigner colleagues.
  • Actively lead and involve in office relocation, renovation and re-organization projects when needed.
  • Other ad hoc tasks as assigned.


Requirements:

  • Degree in Human Resources, Management and/or Psychology, Organization Behaviors.
  • At least twenty years of related experience with the last ten years at management position.
  • Successful progressive career record.
  • Excellent in people skills, hands-on experience in TA, C&B, Performance Management and OD.
  • Previous experience in sizable IFF will be a plus.
