The Air Force Civilian Service is currently seeking a full-time Acquisition Program Management Specialist to work in the Air Force Nuclear Weapons Center (AFNWC), the Intercontinental Ballistic Missile (ICBM) Systems Directorate, the Minuteman III (MMIII) Systems Division, the Systems Engineering and Test Branch, Test and Assessment Section at Hill Air Force Base near Layton, Utah.

This position (046869) is an NH-1101-03 which has a typical 2026 salary range of $89,508 - $138,370.

The MMIII Division manages the MMIII ICBM technical life extension program and integrated life-cycle activities, thus ensuring that MMIII continues to be a credible nuclear deterrent against current and emerging threats.

The primary purpose of this position is to serve as the MMIII Little Mountain Test Facility (LMTF) Program Manager providing programmatic leadership for the coordination and development of long-range planning necessary for simulation of nuclear effects testing. The LMTF provides nuclear effects testing for programs under the purview of the AFNWC. These nuclear effects include radiation, shock / vibration, and electromagnetic interference. The employee filling this position will initiate and manage a portfolio of various upgrades / modifications to LMTF capabilities that will meet the requirements of future ICBM programs requiring enhanced nuclear effects testing.

Employees will be part of a dynamic engineering team, working with Department of War (DoW) and industry leaders. Team members are expected to operate at a high-performance pace and develop and maintain a radical teaming-centric culture. These positions provide support for the ground-based leg of America’s nuclear deterrence triad.

Duties

• Leads team of government and contracted program managers, engineers, and acquisition support personnel to modernize LMTF capabilities.

• Represents the organization at executive levels within the government and to contractor/industry representatives, delivers presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
• Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems.
• Advises leadership on programmatic and technical risks associated with implementing proposed solutions.
• Provides continuous assessment/evaluation of goals, objectives, strategies, and performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.
  
  

Skills

• A minimum of three (3) years of experience in federal acquisition program/project management and contract management is required.
• A working knowledge of DoD Directive 5000.01 The Defense Acquisition System is required.

• Strong communication, organizational and leadership skills with demonstrated experience in leading, influencing and collaborating in a diverse team environment that includes external functional and program stakeholders is required.
• Demonstrated ability to prepare and present briefings, reports, findings and recommendations, program information, written summaries, and results from synthesized data and/or metric analysis etc., with senior leadership, external stakeholders and customers (e.g., government contractors, other government agencies, federal Labs, etc.) is required.
  
  

Requirements For The Position

• Employee must be able to obtain and maintain a Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
• Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Practitioner” certification category within required timeframe after appointment.
• In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
