Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Responsibilities

The Senior Project Manager reports to the Facility Managers division within the Maintenance and Critical Site Infrastructure Directorate and provides project management support across various projects and programs.

Key Responsibilities

  • Manage small projects (<$5M TPC). Create strategic plans and manage projects and corrective actions related to NFPA, NEC, IBC, IFC and facility- related issues. Responsible for management of projects over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
  • Provide Project Management of Indirect and Direct Operations, Design Engineering, Conduct of Engineering, Maintenance, and Construction activities related to corrective actions and plans for legacy facility issues related and non-compliances.
  • Perform weekly, monthly, and quarterly and annual project reviews and status reporting.
  • Integrate with partner and interfacing directorates/programs/projects to ensure collaborative and comprehensive approach to issues management and project execution.
  • Support development and implementation of long-term strategic plans that are integrated with mission requirements in support of future execution.
  • Collaborate with Enterprise Infrastructure Programs Project and Program Managers, Facility/Asset Management, Building Authority, Industrial Hygiene organization personnel, and other key stakeholders, for the definition, prioritization, and planning of future Nevada National Security Site (NNSS) facility investment projects.
  • Develop and implement strategies to identify, manage and mitigate risk.
  • Host project meetings with team members and key personnel.
  • Develop project plans that identify resource and budgetary needs.
  • Provide feedback, advice, project updates and encouragement to team members.
  • Manage deadlines and push the team to ensure timeliness.
  • Coordinate with vendors, subcontractors, and suppliers as necessary .
  • Establish and maintain corrective action, risk management and other files, relevant records and documents, ensuring disposition of corrective actions and updating engineering records.

  • Qualifications
  • Bachelor’s degree in a related field or equivalent training and experience and at least 5 years’ related professional experience.
  • Previous project management experience and responsibilities should include:
  • Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases.
  • Maintaining satisfaction of stakeholders with differing needs and expectations.
  • Identifying and complying with project requirements in development of products and deliverables supporting the project team in successfully achieving project scope, schedule, and cost objectives.
  • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
  • Proficiency in sound engineering practices, in respect to the design and construction of structures, building code compliance, the basic principles of emergency power systems.
  • Design, Application of Generator sets, Transfer Switches.
  • DC Engineering Fundamentals.
  • DC Power Systems.
  • Data Center (IT) backup power systems.
  • Technical ability in NEC code compliance.
  • Practical application of Quality Assurance functions.
  • Proven abilities in Subcontractor and Procurement functions.
  • Strongly preferred certification in Project Management Professional (PMP), International Facility Management (IFMA), or Building Owners and Managers Association (BOMA)

  • Successfully demonstrate any one or more of the following:
    • Minimum of at least 3 years of experience as a Subcontract Technical Representative
      • Minimum of 5 years of experience working on critical/ emergency power systems
      • Minimum of 5 years of experience working in management or supervisory work
      • Minimum of 5 year related military experience – Technical, civil, power or electrical experience preferred - to be evaluated
      • Minimum of 5 years active as a Project Manager for construction, IT Data Center, power infrastructure systems, building authority, or engineering discipline.
  • Experience leading or participating as a key contributor with implementation of National Nuclear Security Administration (NNSA) and/or Institutional initiatives.
  • Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
  • Possess excellent oral and written communication skills in order to effectively interface with all levels of the organization.
  • Knowledge and skills sufficient to develop key project elements, schedule, cost, risks, and possess a strong understanding of project management concepts.
  • Treat all information and data within the scope of the position with appropriate confidentiality and security.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
  • MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

    Annual salary range for this position is: $100,755.20 - $151,132.80.

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
