HR & Payroll Manager

Emeritus is looking for a highly organized and detail-oriented person to join their team as the HR & Payroll Manager. This position is fully responsible for HR operations, benefits administration, and payroll processing. This is a fully remote position, and a great opportunity for candidates seeking a high degree of autonomy.


Responsibilities

HR Operations & Compliance

  • Oversee core people operations — onboarding, offboarding, employee file management, and policy/handbook management.
  • Ensure compliance and strengthen practices — monitor and ensure compliance with federal, state, and local employment laws; recommend and implement best practices; review and update policies to maintain compliance while supporting the business.
  • Develop and administer various human resources processes, policies and procedures for all company employees, including PTO, FMLA and other leave policies.
  • Define and drive HR operations reporting and analysis. Complete all corporate annual reports including ACA and EEO Reporting and filing
  • Establish and maintain department records and reports; recommending new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
  • Act as HR liaison to managers and employees: answer questions, provide guidance on payroll, benefits, and HR policy.

Payroll

  • Process payroll for employees: payroll entries, tax and benefit deductions, garnishments, and disbursements.
  • Ensure all payroll tax filings, year-end W-2 forms, and state/local compliance requirements are met.
  • Maintain payroll records, handle audits, resolve discrepancies, and manage wage garnishments or corrections.
  • Serve as owner and primary contact for the payroll system/vendor; recommend improvements or alternatives.

Benefits Administration

  • Administer the company’s benefits programs (health insurance, dental/vision, 401(k), paid time off, and any other supplemental benefits).
  • Manage enrollment, changes, termination of benefits eligibility; respond to employee questions and issues.
  • Manage relationship with our benefits broker and annual plan renewal review.
  • Oversee open-enrollment periods, vendor relationships, benefits communications, and compliance (e.g., ACA, ERISA, COBRA where applicable).
  • Oversee compliance aspects of all plans – ACA filing, non-discrimination testing, 5500 filings, plan audits.
  • Reconcile vendor invoices and submit for timely payment.



Qualifications

  • 5+ years of relevant HR and Payroll experience
  • Bachelor's degree in Business, HR or related field; or equivalent practical experience
  • SHRM PHR or SPHR certification preferred
  • Experience managing end-to-end payroll processing, including tax compliance, is required
  • Experience with HRIS system implementation is strongly preferred
  • Experience owning the HRIS and data/reporting
  • Experience managing Human Resources Information Systems (HRIS), as well as data/reporting. Experience with UKG and Paylocity strongly preferred
  • Creative, solutions-oriented thinker who improves systems, not just maintains them
  • Expertise developing policies and programs in the context of a multi-state labor law environment
  • An approach to work that involves taking initiative and displaying sound judgment, diplomacy, and discretion
  • Experience in designing and implementing benefits and leave programs
  • Exemplary written and verbal communication skills with confident presentation skills
  • Ability to communicate effectively and efficiently with a high degree of collaboration and influence
  • Enjoys working in a fast-paced environment and operates with a sense of urgency
