Job Description
This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.
The EIB, the European Union's bank, is seeking to recruit for Group Information Systems Directorate (GIS), Data & Corporate Solutions Department (DCS), Data Management Division (DM), Data Engineering Unit (DE), at its headquarters in Luxembourg, a Data Warehouse Officer*.
This is a full-time permanent position at grade 5.

Purpose
You will design, develop, optimise, and maintain ETL processes that supply the EIB Group’s Data Warehouse and Data Lake platforms with high‑quality data. You will play a key role in improving the performance, reliability and accuracy of these data pipelines, supporting the Bank’s strategic initiatives and ensuring alignment with industry best practices, technological developments and evolving regulatory standards.
Operating Network
You will report to the Head of Data Engineering Unit and works in close cooperation with IT and the Data Governance units. You will cooperate with counterparties from all directorates using the Data Warehouse and Data Lake platforms.
You will work on a daily basis with key external parties (software vendors, providers of outsourced services, peer groups) to optimise service levels and to stay abreast of best practice.
Accountabilities
- Ensure that the EIBG Data Warehouse and Data Lake platforms are in line with the IT policies and that qualitative and quantitative objectives are achieved and define a unified approach for developing ETL within the applications;
- Organise, structure and lead complex business requirement analysis; producing business cases to propose the best possible IT solution while remaining cost effective for the EIBG;
- Lead IT projects under own responsibility and ensuring their delivery within the planned time, scope and budget by anticipating issues and taking mitigation actions;
- Write up the project documentation such as project charter, functional design, test scripts, progress report, reviewing all technical deliverables to meet Data Warehouse Solutions unit objectives;
- Build and maintain ETL jobs according to best practices and establish metrics to monitor data extraction improvements;
- Apply technical knowledge and expertise to define, test, implement and maintain data extractions in line with requirements and in cooperation with reporting officers, data officers, data owners, source system and Data warehouse Solutions unit IT custodians;
- Provide timely support services to end-users, which includes issues resolution, root cause analysis, propose and development improvements;
- Provide expert advice and recommendations and participate on issues related to Data Warehouse and Data Lake activities with focus on data extraction improvements and associated processes to align the EIB Group with best practice;
- Participate in special initiatives that can go beyond the strict boundaries of own domain and that have a specific scope and timing, to ensure the realisation of the initiative within the set scope, time and budget.

- University degree (minimum an equivalent to a Bachelor) preferably in Information Technology, Mathematics, Finance or related fields.
- At least 5 years of relevant experience in IT, including experience covering data extraction management, ideally gained within the Data Warehouse/ Data Lake fields in the financial services sector and in an international context.
- Excellent knowledge of project management principles, methods and practices.
- Strong working experience in Public Cloud environments (AWS, GCP, Azure, …).
- Strong technical knowledge of ETL tools (such as IBM Infosphere Datastage, Talend, Informatica, …) and reporting tools (MS-Power BI or equivalent).
- Strong technical knowledge of Data Lake solutions (such as MS-Data Fabric, Amazon Data Lake, Databricks, Snowflakes,…).
- Experience with creating, testing and implementing business rules for feeding an Enterprise data warehouse.
- Experience with establishing data extraction performance metrics and preventative controls for continuous improvement.
- Proven track record of data extraction improvement and result orientation.
- Good knowledge of big data storage systems (Azure storage account, Lakehouse, Amazon S3)
- Excellent knowledge of English and/or French (***), with a good command of the other. (Knowledge of other EU languages would be an advantage).
