Reporting to the Director, Human Resources (Director), the Manager of Recruiting and Staffing is responsible for leading health professional recruitment efforts across Nunavut for the Department of Health (Health). This role manages the recruitment and staffing of positions delegated to Health, including indeterminate, term, transfer assignments, and casual staffing processes. This position leads the recruitment and staffing of healthcare professionals, particularly nurses and midwives, through targeted outreach, collaboration with partners, and in alignment with workforce planning needs. This position manages delegated staffing processes territory wide, developing and implementing strategies to help in improving the staffing process and ensuring a high level of service delivery.

The Recruitment Manager Will Also Be Responsible For

  • Developing and implementing targeted recruitment strategies with a focus on healthcare roles, particularly nursing and midwifery
  • Coordinating workforce planning and acting as a strategic partner with Senior Management by analyzing current and future staffing needs, anticipating turnover and succession planning
  • Engaging directly with healthcare professionals to understand their needs and career motivations
  • Overseeing the applicant tracking and reporting system for nurses and midwives’ recruitment by maintaining and improving mechanisms to monitor progress, identify gaps, and inform workforce planning
  • Developing, maintaining, and implementing team workplans and training plans for the 2 employees who report to this position
  • Developing briefing notes, reports, press releases and other submissions to update the Department regarding recruitment/marketing initiatives, statistics, and other relevant information
  • Performing other duties as requested by the Director

The knowledge, skills, and experience required for this job are usually obtained through recognized undergraduate degree in human resources, business administration, or related field along with three (3) years of experience in human resources with emphasis on staffing/recruiting. At least one (1) year of progressive managerial experience also required. Certified Human Resources Professional (CHRP) or similar Certification is an asset. Experience in the health care sector or health care facility is also considered an asset along with experience with Oracle and hiring across multiple teams.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in one or more of Nunavut’s official languages is an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
