Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About The Position

Serves as the SharePoint SME, managing the complete SharePoint architecture for the Information Management Office (IMO), Far East District, US Army Corps of Engineers. This role designs and monitors internet services, ensuring functionality, security, and integrity. Key responsibilities include managing web servers, web page development, content, and application support. The position also develops new internet strategies and ensures all websites are user-friendly and easy to navigate.

Major Duties

  • SharePoint Architecture and Technical Management:
    • Manages the complete lifecycle of the SharePoint environment, from technical planning and development to daily administration and user support.
    • Leads the implementation of updates and configuration changes, troubleshoots technical issues, and mentors team members to develop solutions that optimize SharePoint use across the command.
  • Web Development and Systems Integration:
    • Performs full lifecycle software development for websites and applications, from requirements analysis to deployment and maintenance.
    • Serves as the District's portal administration expert, ensuring all web platforms comply with DoD and USACE cybersecurity policies, regulations, and best practices while integrating technology to improve business processes.
  • Technical Consultation and Customer Support:
    • Acts as the primary SharePoint technical advisor, consulting with customers and senior managers to translate user requirements into effective web designs and decision support systems.
    • Evaluates and resolves technical problems with internet services and leads the implementation of new web-based applications to meet organizational needs.
  • User Training and Documentation:
    • Develops and provides formal and informal training for users on software applications, security procedures, and system operations.
    • Creates user manuals and instructional guides to ensure personnel can operate systems efficiently and without interruption.
  • Project and Program Management:
    • Manages and prioritizes key projects to ensure timely completion without disrupting recurring assignments.
    • Implements and interprets command policies, monitors project status, and maintains internal controls to prevent fraud, waste, and abuse.

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • You must be able to obtain and maintain a SECRET security clearance.
  • You must complete and sign DD Form 2365, FEB 2000 (DoD Civilian Employee Overseas Emergency-Essential Position Agreement).
  • This position is considered Emergency Essential (EE) to support the Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having the position vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat or peacekeeping mission of deployed forces. Failure of the incumbent to remain in this position may result in separation for the efficiency of the Federal Service (Chapter 75 Title 5 USC, FPM Chapter 752). In addition, DA civilians who occupy emergency essential positions overseas must sign a statement of understanding including that as a requirement of the position, they will remain in the event of hostilities or mobilization until relieved by proper authority. E-E employees may be required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employee must pass a medical examination and receive required immunizations for the overseas/deployed location.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent to maintain IT certifications: CE-Linux, Windows Server IA2, Security+ or CISSP 1 training and obtain the required IAM Level II certification/recertification within 6 months of appointment.

  • The initial length of this overseas tour is 36 months.
  • This is an overseas position: Overseas positions may have limitations. You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Locality pay does not apply in overseas areas.
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 (subject to available budget).
  • This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.

Minimum Experience Requirements

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience

One year of experience which includes 1) SharePoint / Power Platform development, Microsoft Endpoint Configuration Manager (MECM), and PowerShell; 2) providing technical or professional Information Technology advice and recommendations to customers; 3) analyzing and developing new approaches, strategies, or policies to improve quality of operations and services to the organization; and 4) assisting in the analysis of user requirements and defining alternative system approaches to solve automation problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

The Specialized Experience Must Include, Or Be Supplemented By, Information Technology Related Experience (paid Or Unpaid Experience And/or Completion Of Specific, Intensive Training, As Appropriate) Which Demonstrates Each Of The Four Competencies, As Defined

Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
