As the Human Resources Manager, you will be the heartbeat of the local operation, spearheading full-cycle recruitment, labor relations, and compliance for a high-volume team. This is a role for a strategic thinker who excels in fast-paced environments and knows how to use data-driven insights to boost employee retention and satisfaction.
The Role
• Lead end-to-end talent acquisition strategies to source, screen, and hire top-tier talent for specialized transit operations.

• Manage complex payroll coordination, financial reporting, and personnel record maintenance ensuring 100% compliance with state and federal laws.
• Act as a strategic liaison and EEO/Affirmative Action officer, handling sensitive employee investigations and labor union interactions with diplomacy.
• Design and execute innovative retention initiatives to minimize turnover and maximize employee engagement across the organization.
• Audit and refine organizational policies to ensure alignment with California labor codes and peak contractor performance standards.
What You'll Need
• 2-3+ years of experience in HR Management, specifically overseeing a workforce of 200+ employees in a fast-paced industry.
• Expertise in California Labor Law, EEO compliance, and managing Affirmative Action plans (AAP).
• Previous experience working within a unionized environment and managing labor relations is highly preferred.
