Position Overview/Duties Position Overview

Serves as the senior Information Technology (IT) Policy and Planning advisor for a USACE Division, District, Laboratory, or Enterprise-level organization. The incumbent is responsible for strategic IT governance, enterprise architecture alignment, cybersecurity integration, capital planning, and long-range IT investment strategy supporting Civil Works, Military Programs, Emergency Management, and other USACE mission areas.

At the GS-14 level, the position exercises broad authority and independent judgment in the development, interpretation, and implementation of IT policies affecting multi-program operations and geographically dispersed organizations. The incumbent advises senior leadership on IT modernization, risk posture, compliance requirements, and digital transformation initiatives aligned with Department of the Army and DoD directives.

Major Duties And Responsibilities

  • Develops and implements long-range IT strategic plans aligned with USACE Campaign Plan objectives and Army/DoD digital modernization strategies.
  • Leads enterprise IT governance boards, architecture review processes, and capital investment planning efforts.
  • Interprets and implements Federal, DoD, and Army IT regulations, including cybersecurity, cloud adoption, and data governance directives.
  • Oversees IT portfolio management and lifecycle investment planning, including business case analyses and cost-benefit evaluations.
  • Ensures integration of Risk Management Framework (RMF) requirements and enterprise cybersecurity controls into IT policy.
  • Represents USACE IT interests in Army, DoD, and interagency forums and provides executive-level briefings.
  • Leads cross-functional teams and may supervise GS-13 IT Specialists or serve as senior technical authority.

Scope and Impact

Responsible for enterprise or regional IT governance affecting multiple districts, laboratories, or centers. Influences multi-million-dollar IT portfolios and modernization investments. Decisions directly impact cybersecurity posture, regulatory compliance, mission readiness, and operational continuity.

Requirements

Minimum Qualification Requirements Basic Requirement – IT Specialist (2210 Series)

Applicants must demonstrate experience in Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Specialized Experience – GS-14

One year of specialized experience equivalent to the GS-13 grade level in Federal service (or comparable private sector/military experience).

  • Developing and implementing enterprise IT policy and governance frameworks.
  • Leading IT strategic planning and capital investment initiatives.
  • Interpreting and applying Federal/DoD IT laws, regulations, and cybersecurity directives.
  • Managing or advising on enterprise IT portfolios or large-scale modernization programs.
  • Providing senior-level advisory support to executives on IT risk, compliance, and strategy.

  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This position must be in compliance with the Return to In-Person Work (RTIPW) requirement to work in an approved USACE applicable facility.

Business travel (TDY) is up to 25% of duty time.
