Compensation: $160,000 to $210,000
The Organization
Transitional Resources' (TR’s) mission is building better health, stable housing, and a community of support for people living with serious mental illness or a co-occurring disorder. Our programs provide pathways to recovery by offering a continuum of behavioral health services coupled with permanent, supportive housing or residential treatment. Transitional Resources is a small, effective agency that reduces homelessness and offers alternatives to psychiatric hospitalization to approximately 150 clients each month. The Role
Transitional Resources (TR) seeks an experienced, mission-driven senior leader to serve as Chief Executive Officer. The CEO provides overall leadership, strategic direction, and operational stewardship for an organization of 55 employees operating at the intersection of behavioral health services, permanent supportive housing, and publicly funded systems of care.
The CEO partners closely with the Board of Directors and is accountable for organizational performance, regulatory compliance, financial sustainability, and mission impact.
Responsibilities
Organizational Leadership & Strategy
- Partner with the Board to develop, implement, and monitor the strategic plan.
- Translate strategy into clear organizational priorities and operating plans.
- Assess organizational risks, opportunities, and external trends; communicate implications clearly.
Clinical Program Oversight
- Ensure delivery of high-quality, evidence-based behavioral health services.
- Maintain compliance with all applicable federal, state, and county regulations, including Behavioral Health and Recovery Division.
- Oversee clinical supervision structures, quality assurance, and continuous improvement.
- Share evening and weekend on-call supervisory responsibilities, via phone or messaging, with the Chief of Clinical Services.
- Provide executive-level clinical support as needed to ensure program continuity and client safety.

Housing Programs Oversight
- Provide executive oversight of permanent supportive housing programs.
- Ensure compliance with fair housing laws, landlord-tenant regulations, Housing and Urban Development (HUD) requirements, and reporting obligations.
- Develops new supportive housing projects approved by the Board of Directors
- Maintain relationships with housing funders, tax credit partners, and regulators.
- Oversee facilities management and property maintenance.
People Operations & Culture
- Cultivate a welcoming and supportive culture centered on dignity, collaboration, and community support.
- Oversee hiring, performance management, professional development, and workforce planning.
- Directly manages 5-7 employees
- Ensure compensation and benefits programs are equitable, competitive, and fiscally responsible.
- Oversee compliance with all applicable employment laws and regulatory requirements.
Financial Stewardship
- Partner with the Finance Committee and Board on budgeting and financial oversight of a $7-8M budget.
- Ensure fiscal sustainability through diversified funding sources and sound financial controls.
- Oversee contracts, audits, 501(c)(3) compliance and 990 preparation.
Development & External Relations

- Support fundraising and grant development in partnership with staff and the Board.
- Serve as the primary public voice and community representative.
- Build and sustain strong partnerships across behavioral health, housing, and public-sector systems.
Risk Management & Compliance
- Oversee organizational risk mitigation and incident response.
- Serve as executive lead for HIPAA/HITECH compliance.
- Ensure emergency preparedness and business continuity planning.
- Partner with IT consultants on data security and system resilience.
Board Partnership & Governance
- Maintain transparent, trust-based relationships with the Board.
- Implement Board policies and support effective governance.
- Report regularly on organizational performance, risks, and progress.
- Coordinates activities related to the recruitment and selection of potential board members.

Qualifications
Minimum Required
- Master’s degree in a healthcare or human services–related field
- Active Washington State licensure as a LMHC, LICSW, or LMFT
- Minimum five (5) years of senior leadership or executive management experience
- Demonstrated experience leading complex, regulated organizations
- Proven ability to work in close partnership with a governing Board of Directors
- Strong financial and people management experience

- Washington State SUDP or SUDPT
- Experience integrating behavioral health and supportive housing services
- Familiarity with Washington State behavioral health and public funding systems
- Executive leadership experience in adjacent systems (e.g., healthcare operations, housing authorities, public-sector or complex nonprofit environments)
- Experience leading organizations through change, growth, or system modernization
- Lived experience or non-traditional leadership pathways that inform inclusive, client-centered leadership
