Job Summary
The Facility Security Officer (FSO) will also assume the role as the Insider Threat Program Senior Official (ITPSO) at the University of Utah. This position is responsible for the development, implementation, and oversight of the organization's industrial security and insider threat programs. This role ensures full compliance with U.S. Government security regulations including the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), Department of Defense (DOD), and Department of Energy (DOE) security requirements. The position provides senior-level leadership for Sensitive Compartmented Information Facilities (SCIFs), including secure construction, accreditation, daily operations, and ongoing compliance.
This cannot be an out of state position. A relocation package could be made available.

Director, Facilities Security Management
Grade: M23
Pay Range: $120k - $150k
Senior Director, Facilities Security Management
Grade: M26
Pay Range: $160k - $190k
Responsibilities
The FSO will advise senior leadership at the University of Utah on security risks and mitigation strategies. They will develop security SOPs, policies, and training materials, and support classified contracts and program security planning.
In Addition, In The FSO Role, This Position Will
- Serve as the primary FSO responsible for compliance with NISPOM, ICDs, DOD and DOE regulations.
- Manage Facility Clearance (FCL) and industrial security program.
- Oversee SCIF lifecycle including design, construction, accreditation, and daily operations.
- Manage classified information handling, storage, transmission, and destruction.
- Conduct self-inspections and support government audits and inspections.
- Serve as liaison with DCSA, IC security authorities, DOE, and other CSAs.

- Lead a NISPOM-compliant Insider Threat Program.
- Develop insider threat policies, procedures, and training.
- Coordinate insider threat activities with legal, HR, IT, and leadership.
- Ensure insider threat reporting and documentation compliance.
- Oversee insider threat awareness and annual refresher training.

Department may hire employee at one of the following job levels:
Director, Facilities Security Management: Requires a bachelor's (or equivalency) + 12 years or a master's (or equivalency) + 10 years of directly related work experience.
Senior Director, Facilities Security Management: Requires a bachelor's (or equivalency) + 14 years or a master's (or equivalency) + 12 years of directly related work experience.
Preferences
- Minimum of 7-10 years of experience in industrial or government security.
- Demonstrated experience managing SCIFs including construction and operations.
- Thorough knowledge of NISPOM, ICDs, and DOE security regulations.
- Experience serving as FSO and/or ITPSO.
- Eligibility to obtain and maintain TS/SCI with Polygraph, or has active TS/SCI with Polygraph.
- Experience supporting intelligence, SAP, or classified research programs.
- Formal security training or certifications.
- High integrity and discretion.
- Strong communication and organizational skills.
- Ability to manage multiple security programs.
- Professional interaction with government security officials.
