About The Role
We are seeking a skilled HR Data Analyst to join our Human Resources (HR) Directorate. In this role, you will be instrumental in designing, developing, and maintaining advanced workforce analytics solutions that inform strategic HR decisions. Your primary responsibilities will include building comprehensive dashboards in MicroStrategy and Oracle HCM, performing detailed data validation across multiple HR systems such as Oracle, PeopleSoft, and related datasets, and delivering actionable insights on workforce trends including attrition, internal mobility, retirement risk, and hiring patterns. You will collaborate closely with HR stakeholders and IT partners to define analytical requirements, improve data quality, and create scalable business intelligence products that support executive decision-making. This position offers a full-time remote work schedule, with occasional on-site meetings to meet business needs. The role is flexible and can be filled at either the H07.3 or H07.4 level, depending on experience and qualifications, with additional responsibilities assigned at the higher level.
Qualifications
- Must be eligible to access the Laboratory in compliance with Section 3112 of the National Defense Authorization Act (NDAA).
- Bachelor’s degree in a quantitative or related field (or equivalent experience).
- Proven experience in developing advanced workforce or people analytics solutions with measurable impact.
- Strong proficiency in SQL for data extraction, transformation, and validation, with solid data modeling fundamentals.
- Hands-on experience building and maintaining HR reports in Oracle HCM (OTBI, BI Publisher) or comparable enterprise HCM platforms.
- Proficiency with MicroStrategy or similar BI tools for dashboard design, interactivity, and performance tuning.
- Deep understanding of HR data structures such as recruiting, job/position, workforce movement, compensation, and organizational hierarchy.
- Experience validating and reconciling data across multiple systems and supporting user acceptance testing (UAT) and testing processes.
- Ability to independently lead projects, translate ambiguous stakeholder needs into clear reporting requirements, and communicate findings effectively.
- Strong documentation discipline with a focus on data quality and governance practices.

- Proven ability to lead enterprise-level reporting or analytics projects independently.
- Advanced proficiency in SQL, data modeling, and Oracle HCM reporting tools.

- Track record of producing predictive or advanced analytics such as forecasting, risk scoring, or regression analysis.
- Excellent communication skills, with experience presenting insights to senior leadership and executive audiences.
- Lead the end-to-end development of enterprise workforce analytics products and dashboards, including scoping, design, implementation, and delivery to Laboratory leadership.
- Develop and maintain HR operational and analytical reports in Oracle HCM (OTBI, BI Publisher) and related datasets, supporting functions such as Talent Acquisition, Compensation, HR Business Partners, and Employee Relations.
- Perform structured data validation and reconciliation across Oracle, MicroStrategy, and other systems, documenting logic and collaborating with IT to resolve discrepancies.
- Translate complex and ambiguous business questions into clear technical reporting requirements, ensuring alignment with HR stakeholders and system capabilities.
- Proactively identify emerging workforce trends, risks, and opportunities, framing analytic questions that support strategic workforce decisions.
- Design and evolve scalable, user-friendly BI solutions using MicroStrategy, Power BI, or Tableau, enabling self-service access to trusted metrics and insights.
- Mentor and guide analysts on SQL, data visualization, analytics, and storytelling, promoting best practices and consistency across projects.
- Collaborate with HR, Legal, IT, and leadership to establish metric definitions, access controls, and data governance standards that uphold data integrity and security.
- Manage reporting requests through platforms like ServiceNow, automate recurring reports where feasible, and maintain comprehensive documentation of report logic and definitions.
- Perform additional duties as assigned, including leading complex analytics projects at the higher level (H07.4).
