On behalf of the European Space Agency, we are looking for a highly skilled PA & Safety Support Engineer to work in ESTEC, in the Netherlands.
Candidates must be eligible for a security personal clearance from an EU Member State national security administration
What Is Expected From You
- Supporting the establishment of the PA&S requirements baseline for all elements of the project(s)/programme(s), in compliance with the ESA general Product Assurance and Safety policy; produce PA&S documentation with defined inputs, outputs, responsibilities, interfaces, and relevant associated efforts in compliance with applicable requirements and procedures
- Contributing to the review of ESA contractor’s plans, specifications, and effort proposed for the execution of the project(s)/programme(s) PA&S activities.
- Supporting the monitoring of project PA&S status, and the identification of relevant issues, including NCR, anomalies, failure and associated failure analysis, deviations, waivers, general Problems/Critical Items, and systematically tracking them (including Action Items (AIs) with generation of ad-hoc reporting.
- Helping in the assessment of the implementation of PA&S requirements by ESA contractors.
- Supporting the Boards established within the project(s)/programme(s), for the disposition of Non-conformances/Failure Reviews, M&P, EEE, Test Reviews, etc.
- Providing support to the monitoring of the manufacturing, integration, and test activities by helping on quality assurance / process / system audits, mandatory and key inspection points, test witnessing and configuration inspections. This includes Participation to inspection activities (MIPs, KIPs), reporting and provide recommendations to ESA project.
- Contributing to the definition the formal acceptance requirements and to the Acceptance Reviews (AR) of all contractual deliverable items.
- Support the preparation of the formal acceptance requirements in terms of steps, inputs, outputs, participants, responsibilities, interfaces, and, together with the ESA PA Manager / Engineer, coordinating efforts of participants to produce consolidated inputs to project / programme documents.
- Support projects reviews by providing technical support to panel members and/or experts and, when requested, taking part in the review panels. Support the preparation and review of project data-packages.
- Supporting the Project Manager or/and the project PA Manager the organisation and coordination from all PA&S disciplines experts (e.g. RAMS, SW PA, M&P, EEE, Cleanliness & Contamination, etc).
- Support the Project Manager or/and the project PA Manager; contributing to the assessment and monitoring of NCRs / Waivers / Deviations / Problems / Critical Items.
- Support the preparation of NRB or CCB meeting agendas as required, checking that all inputs are available and checking that all needed participants are involved. Contribute to the production of NRB or CCB minutes of meeting as required, help in following-up on actions identified and support proper non-conformance / waiver / problem / critical item close-out.
- Contributing to project meetings, and reviews, including safety reviews and support them within the assigned role (e.g. secretary, reviewer, participant). Produce draft minutes / reports of the reviews / meetings if required.
- Support technology readiness assessments.
- Witnessing of MAIT activities including, when applicable, long term/resident support in industry or other research establishments (may require frequent and prolonged missions in and outside Europe).
- Supporting Launch Campaigns in the frame of the PA&S activities (may require frequent and prolonged missions in and outside Europe).
- Reporting on the performed activities via the service manager, and in general on the PA&S status of the project(s) / programme(s), in accordance to the frequency, content and format indicated by ESA.
- Support the training of internal and external entities.
- Contribute to capturing project(s) / programme(s) lessons learned and to knowledge capture and retention.
- Support the establishment of PA&S dashboards and trend analyses.
- Providing PA support to ESA Technical Officer in the execution of R&D and technology development.
- Master’s degree in engineering field.
- Relevant Product Assurance experience.
- Familiarity with space product assurance practices together with a good working knowledge of appropriate working tools.
- Practical experience in applying ECSS (European Coordination for Space Standards) standards, more specifically the ECSS-Q Branch.
- Significant experience in Product Assurance and Quality Assurance, preferably in the space domain and in ISO 9001/9100 certified environments.
- Quality auditor experience.
- Experience/knowledge of RAMS, Safety submission processes, and/or of any other PA&S discipline (e.g. RAMS, SW PA, M&P, EEE, Cleanliness & Contamination).
- Knowledge of Configuration and Quality Management principles and systems.

You will be working within ESTEC, the European Space Agency’s offices in the Netherlands as a contractor for Telespazio Belgium. We don’t expect the employees to be on-site full time however you will still have to relocate to the Netherlands for this position.
