Job Description
Summary
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA ACQC/CYBER PEO.
Duties
Help
- The incumbent serves as a Division Chief or Deputy Division Chief with program and personnel management authority.
- Serves as a senior IT program advisor and authoritative source of information for decision-making managers and planners across the DoD for IT key programs, projects and initiatives at DISA.
- Develops, analyzes, evaluates, and identifies problems or areas where service improvements can be made.
- Prepares related synopses, detailed reports, and/or analyses for use by senior leadership as it relates to IT research, development, integration, and implementation efforts.
- Develops and promulgates short and long-range DISA information services plans (operational and operational contingencies, programs and/or projects).
- DISA information services plans involving the design, development, acquisition, integration, operation, and maintenance of new and modified information systems.

Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.
In addition to meeting the basic requirement, applicants must possess qualifying experience. To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

- If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
- This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
- A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
- This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
- Telework availability will be based upon the mission requirements and supervisory determination

- Critical Acquisition Position: (Typically only used for the Director of Contract Services position) This is a Critical Acquisition Position (CAP). Selectee must be a member of the DoD Acquisition corps, or eligible for Acquisition corps membership at the time of the appointment in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and DoD 5000.52M or have been granted a waiver. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
