Project Overview
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary
The IS&T Infrastructure Operations Manager will lead the implementation, maintenance, and optimization of IT infrastructure for the Lubiatowo nuclear power project. This role ensures reliable, secure, and scalable technology services that support engineering, procurement, and construction activities. The manager will oversee network operations, data centre services, and end-user support while aligning with Bechtel’s global standards and compliance requirements, including DOE 10 CFR Part 810 regulations.
Major Responsibilities
- Direct and manage all IS&T infrastructure hardware and services supporting the Poland AP1000 project’s engineering, procurement, and construction effort.
- Strong understanding of LAN/WAN technologies, TCP/IP, routing protocols (BGP, OSPF), VLANs, and MPLS.
- Experience implementing network security measures, including firewall policies, VPNs, intrusion detection/prevention systems, and familiarity with ISMS frameworks and ISO/IEC 27001.
- Oversee configuring and troubleshooting routers, switches, firewalls, and load balancers.
- Oversee infrastructure including global servers, storage systems, virtualization, LAN/WAN, private cellular networks (PCN), video conferencing platforms, and all associated end-user devices.
- Manage core services such as Active Directory, identity and access management, cloud platforms, and foundational components (DNS, DHCP, Group Policy, DFS).
- Ensure high availability and performance of critical systems supporting project execution.
- Implement and enforce cybersecurity protocols in compliance with corporate and regulatory standards.
- Coordinate with global and business unit IS&T teams to implement enterprise solutions and maintain alignment with Bechtel standards as project design authority.
- Manage vendor relationships and oversee procurement of hardware, software, and services.
- Lead incident response and disaster recovery planning for site operations.
- Provide technical leadership and mentorship to local IT support staff.
- Monitor infrastructure performance and implement continuous improvement initiatives.
- Prepare and manage budgets for infrastructure operations and special projects.
- Support the IS&T Program Manager in executing the infrastructure portion of the IS&T automation plan.
- Frequent travel to project offices and sites in Poland and infrequent to the USA.
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
- Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
- Strong expertise in IT infrastructure management, including networking, virtualization, storage, and cloud technologies.
- Proven experience with ISMS cybersecurity frameworks and ISO/IEC 27001 compliance.
- Understanding of NIST SP 800-171 and SP 800-53 standards.
- Knowledge of enterprise IT Service Management (ITSM) practices and tools.
- Ability to lead cross-functional teams and manage complex technical projects.
- Excellent problem-solving skills and ability to work under pressure in a fast-paced environment.
- Strong communication and stakeholder management skills.
- Familiarity with DOE 10 CFR Part 810 compliance and international project environments is a plus.
