Job Description
Key Responsibilities:
Product Management:
- Lead the development and enhancement of government digital services.
- Define the product vision, roadmap, and strategy in collaboration with stakeholders and government bodies.
- Manage the full product lifecycle from concept to launch, ensuring timely delivery of high-quality solutions.
- Conduct market research and analysis to identify new trends and needs within government services.
- Oversee product design, development, testing, and deployment while managing cross-functional teams.
- Ensure alignment with Qatar’s national development goals and digital transformation strategies.
Business Analysis:
- Elicit, document, and analyze business requirements from government entities.
- Work closely with stakeholders to identify inefficiencies in existing processes and propose innovative solutions.
- Develop detailed business and functional requirements documentation, including workflows, use cases, and user stories.
- Conduct gap analysis, identify business opportunities, and provide recommendations for optimization of government services.
- Support project management teams with change requests, system implementations, and process re-engineering efforts.
- Track and measure the performance of digital solutions post-implementation to ensure they meet business objectives.
Qualifications:
Education:
- Bachelor’s degree in Business Administration, Computer Science, Information Systems, or a related field. A Master's degree is preferred.
Experience:
- Minimum of 5 years of experience in product management and/or business analysis, preferably within the government or public sector.
- Proven experience developing and launching digital government services or large-scale public sector projects.
- Experience working in a multicultural environment is an advantage.
Skills:
- Strong understanding of government service delivery, e-Government solutions, and public sector processes.
- Excellent communication and presentation skills in English (fluency required). Proficiency in Arabic is a plus but not mandatory.
- Ability to translate complex business needs into clear technical requirements.
- Strong analytical and problem-solving skills with a keen attention to detail.
- Proficiency in tools such as Jira, Confluence, Microsoft Visio, and project management software.
- Demonstrated ability to manage multiple projects simultaneously, work under pressure, and meet tight deadlines.
