Senior IT Portfolio Manager with spoken French (relocation to Brussels, Belgium)
Job Description
We are seeking an experienced IT Project/Portfolio Manager with good spoken French or Dutch and with a robust background in IT web application development willing to relocate to or currently located in Brussels, Belgium.
This role is ideal for someone who has evolved from a technical developer position into a leadership role and is proficient in managing both people and projects within complex, structured environments, ideally within the government sector.
Key Responsibilities:
- Lead and manage the development and deployment of web applications, ensuring projects are delivered on time, within scope, and on budget.
- Oversee the application portfolio, prioritizing and adjusting projects as necessary to meet strategic objectives and operational needs.
- Collaborate with internal and external stakeholders, including clients who are predominantly Dutch-speaking and internal stakeholders who are bilingual in Dutch and French.
- Maintain constant communication with project teams and stakeholders, providing regular updates and managing expectations.
- Implement and manage project governance principles and practices, utilizing methodologies like Prince2 and SCRUM.
- Ensure effective use of project management tools such as Jira and Confluence to track progress, manage risks, and maintain documentation.
- Develop and mentor project teams, fostering a collaborative and productive environment.
- Analyze project outcomes and provide insights for continuous improvement.
Qualifications:
- Minimum of 5 years of experience as a Project Manager or Portfolio Manager, specifically in IT web applications.
- Strong technical foundation, having grown from a developer background in Java, Angular, or similar technologies.
- Proficient in both Dutch and French; native proficiency in one and at least European B2 level in the other.
- Demonstrated experience in managing large, complex projects, preferably in the government sector or similar complex environments.
- Certified or experienced in Prince 2 and SCRUM methodologies.
- Proficient in using project management tools such as Jira and Confluence.
Key Qualifications:
- Proven experience in IT project management and team leadership.
- Strong background in software development, preferably with expertise in Java and Angular.
- Experience in managing large-scale application development projects.
- Excellent communication and interpersonal skills, capable of working collaboratively across various teams.
- Demonstrable ability to manage multiple projects simultaneously and meet deadlines.
- Familiarity with e-government applications and the social security sector is a plus.
Education:
Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related field.
