We are seeking a Senior .NET Developer / Technical Lead with 10+ years of hands-on experience to support and enhance a mission-critical statewide budgeting system. This role is responsible for leading the design, development, optimization, and ongoing support of enterprise .NET applications, databases, and infrastructure, while mentoring internal teams and ensuring system stability, security, and performance.

Key Responsibilities

  • Lead the development, maintenance, and optimization of enterprise-scale .NET applications supporting the Budget System.
  • Design, develop, and maintain data extraction and transformation packages to deliver structured, reliable data layouts.
  • Enhance and support complex applications within the Applications Development portfolio, including the Statewide Budget Solution (Annual Operational Plan, Biennial Plan, and Budget Manual).
  • Provide technical leadership and mentorship to state employees, guiding .NET best practices, coding standards, and architectural decisions.
  • Oversee SQL Server (2008 R2, 2012, 2016) installation, maintenance, performance tuning, and optimization.
  • Design and implement MSDTC configurations, Transparent Data Encryption (TDE), and SQL security best practices.

Required Qualifications

  • 9+ years of overall experience in senior-level .NET development and technical leadership.
  • Extensive hands-on experience designing and implementing financial and budget applications using .NET technologies.
  • Strong expertise in ASP.NET, C#, VB.NET, and the .NET Framework.
  • Proven experience with Microsoft SQL Server installation, maintenance, performance tuning, and optimization.
  • Advanced experience with SSIS / Integration Services.
  • Hands-on experience designing and testing disaster recovery solutions.
  • Expertise in TDE encryption, MSDTC configuration, and SQL security best practices.
  • Strong experience developing Windows Services and Web Services.

Preferred Qualifications
