Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

NNSS is seeking an experienced Certified Payroll Specialist (Senior Procurement Specialist). Working under the supervision of the Contracts and Procurement Compliance Manager, this Specialist will establish and maintain an effective certified payroll review process and assist other Procurement Specialists, as needed, to ensure compliance with certified payroll requirements. The position requires the individual to be knowledgeable with the Construction Wage Rate Requirements statute, formerly Davis Bacon Act, and Collective Bargaining Agreement certified payroll requirements and labor agreements. In addition, the Specialist in this role must be a person of high integrity, and any other duties must not conflict with the compliance goals and objectives of the organization.

Key Responsibilities

  • Ensures accuracy, completeness, and compliance with federal, state, and local labor laws, including Davis-Bacon and Project Labor Agreements specific to the state of Nevada.
  • Receives certified payrolls submitted weekly by all subcontractors.
  • Cross-references payroll data and verify/confirm the rates, labor categories and benefits to the applicable Collective Bargaining Agreement and/or Davis-Bacon and Project Labor Agreement are correct payments to employees.
  • Perform employee interviews to determine compliance by the subcontractors with initiation of corrective actions. Develops and maintains a comprehensive tracking system for all submitted certified payrolls.
  • Monitors submission timeliness, logs receipt of documents and archives all records in an organized and accessible manner for audit and reporting purposes.
  • Generate status reports on subcontractor compliance.
  • Identifies, investigates, and resolves any discrepancies, errors, or omissions found during the payroll verification process.
  • Ensure prompt investigation and disposition of complaints.
  • Communicates directly with Procurement Specialists to request corrections, provide guidance on compliance requirements, and ensure timely resolution of all issues.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field or equivalent training and experience with at least 5 years relevant, progressively responsible experience.
    • Preferred: Bachelor’s degree in business management or related field plus at least 5 years of relevant professional experience.
  • Government procurement and subcontracting experience required.
    • Department of Energy/National Nuclear Security Administration (DOE/NNSA) experience preferred.
  • Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint, and Access) software package.
  • Demonstrated skill to plan, organize, lead and monitor a wide variety of team efforts to their successful completion.
  • Must have excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.
  • Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
  • Primary work location will be at the Losee Road facility in North Las Vegas, Nevada (candidates must be willing to relocate if not local, relocation package available).
  • Work schedule for this position will be 4/10's Monday through Thursday (hybrid schedule: two days on-site, two days remote; subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $80,579.20 - $120,868.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
