Position Summary / Role Overview


We are seeking an experienced Chief Human Resources Officer (CHRO) with 7–10 years of strong, hands-on and strategic HR leadership experience to build and lead a world-class HR function that supports Ray Advertising’s mission of growing in the U.S. market while creating sustainable job opportunities in Bangladesh.

The CHRO will design and execute the full HR and Talent Acquisition roadmap from the ground up, ensure compliance and governance, strengthen company culture, and act as a strategic bridge between employees and senior leadership.


Key Responsibilities & Duties

1. Develop & Execute the Complete HR & Talent Acquisition Plan (Primary Leadership Role)


  • Design and implement the full HR & Talent Acquisition strategy for the company
  • Create a structured full-cycle hiring framework, covering sourcing to onboarding and department handoff
  • Build a clear Hiring Roadmap including workforce planning, quarterly hiring targets, and resource allocation
  • Define, structure, and manage the HR team, including roles, responsibilities, and reporting hierarchy
  • Set measurable hiring KPIs (time-to-fill, offer acceptance rate, retention rate, candidate satisfaction, etc.)
  • Create HR SOPs, SLAs, workflows, performance metrics, and documentation processes
  • Ensure full alignment between HR operations and organizational goals across all departments
  • Lead daily/weekly planning, performance monitoring, and problem-solving for HR Managers/Executives
  • Promote a data-driven HR culture based on metrics, insights, and operational efficiency
  • Maintain cross-functional coordination with leadership, managers, and project teams


2. Full-Cycle Recruitment (Hands-On + Team Leadership)


  • Oversee and execute complete A–Z global recruitment when needed
  • Manage hiring for USA, Bangladesh, Europe, Mexico, Philippines, Ukraine, Russia, Argentina, Colombia, and more
  • Build strong, diverse talent pipelines across technical, management, and non-technical roles
  • Ensure hiring meets company standards, performance goals, and timeline expectations
  • Supervise candidate communication, scheduling, offer letters, documentation, and onboarding
  • Use job boards, social media, ATS/CRM systems, and sourcing channels to attract high-quality candidates
  • Conduct structured interviews and ensure consistent, data-driven evaluations
  • Handle high-level offer negotiations with candidates
  • Guarantee smooth onboarding, orientation, and department handoff


3. Employee Management (Payroll, Retention & Operations Oversight)


  • Lead attendance, shifts, payroll preparation, documentation, and monthly HR reporting
  • Strengthen employee relations, engagement, and retention through proactive support
  • Oversee performance monitoring, task allocation, and coordination with department heads
  • Track daily activities to ensure accountability and timely project delivery
  • Identify performance gaps and implement corrective action plans or improvement programs
  • Manage all internal communications, announcements, policy updates, and organizational notices
  • Ensure smooth workflow distribution and coordination across departments


4. Workplace Culture & Employee Relations Leadership


  • Foster a positive, collaborative, and respectful remote work culture
  • Oversee conflict resolution, employee concerns, and disciplinary processes
  • Lead and improve performance review systems, behavioral standards, and staff motivation
  • Maintain a healthy, productive, and high-performance environment across all teams


5. HR Operations, Compliance & Documentation


  • Maintain and update HR policies, employee handbooks, SOPs, and organizational guidelines
  • Ensure compliance with company rules and international labor standards
  • Maintain accurate, confidential, and secure HR records and employee files
  • Oversee contracts, agreements, and HR documentation processes


6. Training, Development & Onboarding Leadership


  • Design and manage company-wide training and development programs
  • Maintain structured onboarding for all new hires, including system access and role training
  • Track training progress and ensure timely follow-up with department heads
  • Provide leadership training to HR Managers, Executives, and Interns
  • Supervise HR team performance, task execution, documentation discipline, and workflow quality
  • Ensure onboarding and training frameworks support long-term employee performance and retention


7. HR as a Communication Bridge (Executive-Level Responsibility)


  • Act as the primary bridge between employees and top leadership
  • Handle confidential employee matters with professionalism and discretion
  • Facilitate conflict resolution and major organizational decisions when needed
  • Represent the company at job fairs, recruitment events, and HR functions
  • Remain available for urgent HR tasks, events, and company activities


Required Qualifications (Must-Have)


Education


  • Bachelor’s degree in Human Resource Management, Business Administration, Management, or a related discipline
  • Solid foundation in labor laws, HR operations, and organizational management


Experience


  • Minimum 8 years of progressive experience in Human Resources, Talent Acquisition, or People Operations
  • Proven track record of leading HR teams and managing end-to-end HR functions, including recruitment, employee relations, performance management, and compliance
  • Hands-on experience designing, implementing, and scaling HR policies, processes, and systems
  • Demonstrated leadership experience in fast-paced, performance-driven environments

  • Excellent English communication skills (written and verbal)
  • Strong leadership, decision-making, and strategic planning capabilities
  • Advanced negotiation, conflict resolution, and problem-solving skills
  • High proficiency in ATS platforms, HRIS tools, documentation, reporting, and Google Workspace
  • Exceptional organizational skills with strong attention to detail
  • Ability to work under pressure and meet tight deadlines
  • Strong business acumen with a practical understanding of HR’s impact on company growth


Preferred Qualifications (Nice-to-Have)


Education & Certifications


  • Master’s degree in Human Resources, Business Administration, Organizational Psychology, or a related field
  • Professional HR certifications such as PHR, SHRM-CP/SHRM-SCP, CHRP, or equivalent


Experience


  • Experience managing global hiring and distributed teams
  • Exposure to U.S. HR standards and international employment practices
  • Experience building HR and Talent Acquisition systems from the ground up
  • Prior involvement in workforce planning or leadership development initiatives


Additional Skills


  • Strong understanding of international labor compliance and HR governance
  • Experience handling sensitive employee matters at a senior level
  • Data-driven mindset with experience using HR metrics and dashboards
  • Ability to align people strategy with business goals

Work Schedule & Employment Details

Working Hours:

Saturday to Thursday | 3:00 PM – 12:00 AM (BD Time)


Breaks:

  • Refreshment Break 1: 5:00 PM – 5:15 PM
  • Refreshment Break 2: 8:00 PM – 8:15 PM
  • Dinner Break: 10:00 PM – 11:00 PM


Probation Period

All new hires will begin with a three-month probation period, during which they will receive the full agreed salary. Upon successful completion of the probation period, employees will be confirmed as permanent team members based on their performance, conduct, and overall role effectiveness.


Compensation & Salary Range


Competitive Salary: BDT 50,000 – 100,000 (50k – 1 Lakh), based on experience
