Job Description
What You Will Do

We are looking for a highly motivated, customer service focused, and exceptionally skilled individual to lead the Waste Management Services Group (WM-WMS). As the Environmental Manager 4, Responsible Line Manager (RLM), you will report to the Waste Management Deputy Division Leader, and provide leadership while managing all Laboratory on and off-site waste shipments including regulated, hazardous, radioactive, mixed and other non-regulated waste and recycle materials. WM-WMS provides plenty of opportunity to learn new things and grow in a challenging and supportive environment.
The Group Leader will continue to develop and implement a turn-key, customer focused waste shipping operation that includes management of off-site waste Treatment, Storage, Disposal Facility (TSDF) and recycle contracts; waste packaging support; container procurement, delivery and maintenance; waste acceptance criteria (WAC) and characterization support; waste storage facility operations; and off-site shipping and disposal support. The Group Leader will participate in the achievement of Division goals for programmatic, business, and operational excellence and be responsible for strategic planning and tactical execution of waste management field implementation. The Group Leader will foster high quality compliance and technical support to include sustained and effective relationships with principal stakeholders. Emphasis will be placed on ensuring the Group has the capabilities necessary to support programmatic mission success through resource allocation, succession planning, mentoring, recruiting, and retaining qualified staff.

Minimum Job Requirements:
Management:
Demonstrated advanced leadership including mentoring, developing and motivating a team of professionals; experience working in a complex organization with diverse operations combined with demonstrated record of effective teamwork and leadership; ability to prioritize multiple priorities and successfully manage schedules; and the ability to identify process improvements and develop strategies to implement them.
Waste Experience:
Demonstrated experience in cradle to grave waste management to include characterization, profiling, packaging, storage, shipping and off-site treatment and disposal.
Shipping Experience:
Demonstrated knowledge, training and certification in 40 and 49 CFR as related to waste and hazardous material shipping (including all DOT hazard classes); knowledge of DOT packaging and Type A & B shipping containers; and experience with nuclear facility operating requirements, safety authorization basis and/or Conduct of Operations planning and execution.
Planning and Organization:
Advanced knowledge and experience establishing the scope, schedule and budget through work package development, resource and performance management and ensuring worker qualifications and authorizations along with managing the tactical execution of work.
Contract Management:
Proven ability setting up and managing complex contracts with an emphasis on off-site waste disposal and container procurement.
Problem Solving:
Advanced and demonstrative experience with developing solutions to complex problems and utilizing innovative business practices to ensure customer satisfaction.
Communication and Collaboration:
Demonstrated advanced proficient and effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications. Demonstrated evidence of cross-organizational interaction with external regulatory or oversight agencies. Experience teaming with multiple organizations to accomplish objectives and demonstrated ability to elicit effective teamwork, including mentoring and motivating team members and peers.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Preferred Bachelor's Degree in physical sciences, environmental, civil, or chemical engineering, public health, hazardous materials management, waste technology, or other related discipline. A Master's or PhD may be preferred at this level.

- Experience in project and program management, including planning, organizing, and resource management.
- Knowledgeable of Integrated Work Management (IWM) and Integrated Safety and Security Management (ISSM) procedures.
- Knowledge of Classified Matter Protection and Control, Cyber Security, Q Clearance and Security Clearance responsibilities and HRP Manager Certification.
- Seeking a proven leader of medium to large team with a minimum of 5 years of relevant management experience.
- Demonstrated commitment to, and action in, promoting Laboratory objectives in areas of ISM, ISSM, EMS, quality, and workforce diversity, as well as demonstrated knowledge of Laboratory objectives and other statements of policy/practice/procedures.
- Demonstrated record of successfully leading an organization in strategic planning, operational planning, program implementation, and communications and execution of projects and deliverables.
- High-level knowledge of complex organizational structures, technical areas, and facilities.
- Knowledge of the Laboratory's waste tracking systems.
- Causal analysis experience.
- DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities experience desired.
General work environment may include but is not limited to: outdoors, working alone, working extended shifts, operation of motor vehicles, R&D laboratory settings with corresponding chemicals and hazards.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
