About the Opportunity:

The organization supports and enhances the California Community Colleges system, the largest and most diverse higher education system in the nation. The Director of Human Resources will lead HR functions to align programs with the organization’s strategic plan, ensuring legal compliance and a positive employee experience.


Responsibilities:

• Lead benefits administration, compensation strategy, payroll collaboration, leave-of-absence management, workers'' compensation administration, talent acquisition, HRIS management, and HR compliance.

• Serve as a strategic partner on total rewards strategies, HRIS optimization, and HR and Payroll operational efficiency.

• Drive HR Operations initiatives to enhance employee well-being and retention.

• Oversee HR reporting, including KPI and SLA dashboards, and develop annual workforce reports for executives and the board.

• Provide leadership and oversight for talent acquisition.

• Manage organizational communication and employee education on policies, benefits, and workplace initiatives.

• Develop and manage compensation structures, including salary benchmarking, pay equity analysis, and incentive programs.

• Ensure compliance with compensation laws such as FLSA, Equal Pay Act, and pay transparency regulations.

• Oversee leave of absence programs (FMLA, ADA, parental leave, disability), employee accommodations, and return-to-work processes.

• Align compensation and job classification with talent acquisition strategies and compensation philosophy.

• Collaborate with Finance and Payroll teams to improve payroll efficiency and resolve issues.

• Manage workers'' compensation claims and insurance coordination.

• Partner with legal to develop workplace safety initiatives and reduce injuries.

• Monitor claims trends and recommend strategies to lower workplace injuries and costs.

• Develop and implement employee training as needed.

• Ensure HR and talent acquisition policies comply with federal, state, and local employment laws (ACA, FMLA, COBRA, EEO).

• Conduct regular audits of HR programs and policies for compliance and risk identification.

• Collaborate with legal and finance on audits, reporting, and regulatory filings.

• Provide employment law and compliance training to HR staff and business leaders.

• Oversee HRIS management and optimization, ensuring data integrity, security, and process efficiency.

• Lead HRIS integrations, upgrades, and system enhancements.

• Coordinate HRIS integration with Business Systems, Finance, HR, and Payroll teams.

• Review HR analytics and reports to support strategic decisions.


Requirements:

• Bachelor’s degree or equivalent work experience; HR certification preferred.

• Minimum 7 years of progressive HR experience with at least 3 years in management.

• Deep knowledge of California labor law and HR compliance.

• Experience in benefits administration, compensation strategy, and HRIS systems.

• Nonprofit or higher education experience preferred.

• Familiarity with CalPERS or similar retirement systems highly valued.

• Excellent communication, leadership, and analytical skills.
