About The Role
We are seeking a skilled HR Data Analyst to join our Human Resources (HR) Directorate. In this role, you will be responsible for designing and delivering advanced reporting and analytics solutions that inform workforce decisions across the organization. Your primary focus will be developing dashboards in MicroStrategy and Oracle HCM, performing data validation across multiple HR systems, and providing insights into workforce trends such as attrition, internal mobility, hiring, and retirement risks. You will work closely with HR stakeholders and IT partners to understand requirements, enhance data quality, and develop scalable business intelligence products that support leadership and HR teams. This full-time, remote position offers the flexibility to collaborate virtually, with occasional on-site visits as needed. The role provides an opportunity to influence strategic HR initiatives through data-driven insights and to contribute to the continuous improvement of HR analytics capabilities.
Qualifications
- Must be eligible to access the Laboratory in compliance with Section 3112 of the National Defense Authorization Act (NDAA).
- Bachelor’s degree in a quantitative or related field (or equivalent experience).
- Experience building advanced workforce/people analytics or BI solutions with measurable impact.
- Proficiency in SQL for data extraction, transformation, and validation; strong data modeling skills.
- Hands-on experience developing and maintaining HR reports in Oracle HCM (OTBI, BI Publisher) or similar enterprise HR platforms.
- Proficiency with MicroStrategy or similar BI tools for dashboard design, interactivity, and performance tuning.
- Strong understanding of HR data structures including recruiting, job/position, workforce movement, compensation, and organizational hierarchy.
- Proven ability to independently lead projects, interpret ambiguous stakeholder needs, and communicate findings effectively.
- Attention to data quality, governance practices, and documentation discipline.
- Lead the end-to-end development of enterprise workforce analytics products and dashboards, from initial scoping to delivery for Laboratory leadership.
- Create and maintain HR operational and analytical reports using Oracle HCM (OTBI, BI Publisher) and LAPIS datasets, supporting various HR functions such as Talent Acquisition, Compensation, HR Business Partners, and Employee Relations.
- Perform data validation and reconciliation across Oracle, LAPIS, and MicroStrategy, ensuring data accuracy and resolving discrepancies in partnership with IT.
- Translate complex or ambiguous business questions into clear, actionable reporting requirements, aligning with HR stakeholders and system capabilities.
- Identify emerging workforce trends, risks, and opportunities through proactive analysis, collaborating with HR and leadership to inform strategic decisions.
- Design and evolve user-friendly, scalable BI solutions using tools like MicroStrategy, Power BI, or Tableau, enabling self-service access to trusted metrics and insights.
- Support system testing and user acceptance testing (UAT) during Oracle HCM implementations, validating report outputs and documenting issues.
- Mentor junior analysts in SQL, analytics, visualization, and data storytelling, promoting best practices and consistent documentation.
- Collaborate with HR, Legal, IT, and leadership to establish metric definitions, access controls, and data governance standards that ensure data integrity and security.
- Manage reporting requests, automate recurring reports when possible, and maintain comprehensive documentation of report logic and data definitions.
- Additional responsibilities at the H07.4 level include leading complex analytics projects, driving data governance initiatives, and providing strategic insights to senior leadership.
