The SR400 Express Lanes Project is a transformative $4.6 billion infrastructure initiative led by SR400 Constructors, a 50/50 joint venture between Flatiron Dragados and ACCIONA. Commissioned by the Georgia Department of Transportation (GDOT) and Georgia State Road and Tollway Authority (SRTA), the project will add two 16-mile express lanes from Sandy Springs MARTA Station (Exit 5) to McFarland (Exit 12), enhancing mobility along one of Georgia’s busiest corridors. With a peak workforce of over 500, the project also includes dedicated bus rapid transit stations and significant improvements to the corridor. Construction began in late 2022, with substantial completion anticipated in 2031.

This position plays a critical role in ensuring payroll accuracy, benefits compliance, and positive employee experiences across the organization.
Job Description
- Own and manage the end-to-end processing of semi-monthly/monthly payroll for multi-state or international employees using Workday.
- Ensure payroll compliance with all applicable federal, state, and local laws.
- Analyze payroll data and conduct regular audits to ensure accuracy and compliance.
- Serve as the subject matter expert for all payroll-related inquiries, escalations, and reporting.
- Collaborate with Finance to reconcile payroll data and assist in budgeting or audit processes.
- Oversee the administration of employee benefits programs, including health, dental, vision, life, disability, FSA/HSA, COBRA, and 401(k).
- Partner with benefits brokers and vendors to manage enrollments, terminations, renewals, and claims issues.
- Lead the open enrollment process, including employee communications, system updates, and compliance filings (e.g., ACA).
- Ensure benefits offerings are competitive, compliant, and aligned with organizational goals.
- Support employee education and communication regarding benefits offerings and changes.
- Maintain accurate and up-to-date employee records in the HRIS system and personnel files.
- Support onboarding and offboarding processes, ensuring compliance with I-9, E-Verify, and documentation requirements.
- Ensure consistent and compliant HR practices in alignment with company policies and legal requirements.
- Collaborate on HR projects including policy development, audits, system enhancements, and employee experience initiatives.
- Prepare HR reports and metrics for leadership and regulatory filings as needed.
- Bachelor’s degree in Human Resources, Accounting, Business Administration, or a related field.
- 5+ years of experience in payroll processing and benefits administration in a multi-state environment.
- Strong knowledge of payroll compliance, benefits regulations (ACA, ERISA, COBRA), and general HR laws.
- Experience with immigration coordination or support of sponsored employees.
- Proficiency in Workday HRIS and payroll platforms.
- High attention to detail and ability to maintain confidentiality.
- Excellent problem-solving, communication, and project management skills.
