Job Description:
The Registries Modernization team is taking an agile approach to implementing modernized, innovative, human-centric and sustainable solutions for delivering registry services to Albertans. For the Land Titles registry, this includes a complete replacement of the legacy applications that delivery Land Titles services. Our team is looking for a Service Owner who is can lead product teams, takes a client centric approach, and contributes to the replacement of the Land Titles legacy systems.
Land Titles Registry Program Overview:
The Land Titles Act provides the legislative framework for the department to register land related documents that both create and terminate legal rights in property. The land registration system used in Alberta is based on the Torrens System of land registration and operates under the legislative authority of the Land Titles Act. Under this system, the Government of Alberta has custody of all original titles, documents and plans and has the legal responsibility for the validity and security of all registered land title information. Working closely with the Land Titles Office, Registries Evolution is helping to identify opportunities to redesign, innovate and modernize the Land Titles Registry with a focus on moving away from paper-based systems, improving client service, and achieving better user experiences. Small agile design and development teams are delivering the products that will comprise the new Land Titles cloud based digital services.
Responsibilities will include:
1. Providing oversight from discovery, to design, to test, to implementation of new digital services. The position leads Product Teams to develop and implement digital products that meet end user and business needs.
• Redesign of operational processes and effective planning to introduce and implement new services to users.
• Developing recommendations for required changes to operational programs as digitization occurs.
• Identifying barriers to change and recommending mitigation strategies including legislative and divisional policies and
programs enable and align with digitization initiatives.
• Supporting evaluation activities for Registries Modernization to ensure outcomes and results, spanning from
operational effectiveness and efficiencies realized and cost savings generated, are captured and reported.
• Overseeing User Acceptance Testing and providing quality assurance
2. User Centric research
• Supporting the Product Director with the establishment of structures and mechanisms to engage staff at all levels to
identify an prioritize service modernization opportunities to design and innovate the delivery of registry services.
• Focusing on improved client and employee experience, and making recommendations to executive management and
the Registries Modernization governing bodies.
3. Contributing to the replacement of existing enterprise legacy systems, by:
• Supporting Product Directors to develop strategic level product roadmaps and plans for ongoing sustainability.
• Collaboration with government technology partners within the Ministry of Technology and Innovation, ensuring the
ongoing and incremental delivery of benefits to Albertans and staff.
• Undertaking assessments and developing recommendations for the Product Director regarding technology and
sourcing strategies to successfully replace high-risk legacy systems in alignment with the Registries Modernization
multi-year roadmap.
4. Champion the agile and digital methodology
• Presenting and advocating for required changes to operational programs as digitization occurs.
• Support the development of regular status reports, including monitoring product progress against schedule, costs and
contractor time.
• Leading product demonstration to stakeholders, including governance committees, program areas, and
communications of practice.
In addition to the qualifications that will be evaluated, the Contingent Resource should have:
• an understanding of Agile framework (SCRUM) through demonstrated experience.
• a results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.
• a thorough understanding and experience using an Agile/Hybrid approach. Experience with tools such as JIRA is preferred.
• knowledge of and the ability to apply and interpret complex legislations/regulations, policies, and standards.

To be successful in this role, the Contingent Resource should have:

Equipment Requirements:
• Resource will require own equipment/laptop. The resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or macOS that is compatible with Azure Virtual Desktop (AVD) and other related software for remote access. Windows is preferred due to better compatibility. AVD and related software will be installed on the resource's computer.
Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
