Job Description


This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London).

Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Job Summary

The government has announced a £3.5bn investment in UKHSA’s new laboratory facilities and headquarters. The new laboratories and corporate headquarters will be built at a new site in Harlow and will replace the facilities UKHSA has at Porton Down, Colindale and Canary Wharf. These facilities are critical for the UK’s public health response and for our national security.

This announcement means that UKHSA needs to hire a new Deputy Director to provide strategic leadership to the programme – this will involve building a full programme strategy team, guiding the strategic case for the Programme Business Case and addressing critical strategic challenges such as establishing departmental accountabilities for the programme, linking the programme to the overall UKHSA operating model, setting out the vision for the site and leading engagement with local partners to prepare for UKHSA’s arrival.

You will also need to give confidence to ministers in the direction of the programme and manage all the external stakeholders across government who have an interest in the project. You will become part of the Senior Leadership Team within the Programme.

You will also be an advocate for the programme and the Agency in meetings with external stakeholders.

Job Description

Key responsibilities will include:

Programme Strategy

  • Delivering strategic case for the Programme in Programme Business Case.
  • Aligning programme strategy with UKHSA mission, vision, priorities and development of target operating model working with COO teams and others.
  • Delivering scientific strategy and vision for the site aligned to plans for the Agency working with Science Group and others.
  • Delivering strategic overview for programme site design and corporate transition plans including principles of ways of working and exits of Porton and Colindale working with Science Group and others.

Public And Private Partnerships:

  • Assessing the future of existing partnerships and securing new private sector partnerships to maximise opportunities from Harlow.
  • Developing a strategy for future cross-government collaboration on the site, through engagement with other government departments/agencies in collaboration with Science Group.
  • Supporting the development of the National Biosecurity Network by the Cabinet Office working with Defra/APHA and DSTL.

Ministerial and parliamentary engagement and stakeholder engagement

  • Influencing and obtaining ministerial decisions on future policy and funding considerations and keeping ministers abreast of developments and opportunities.
  • Acting as the primary liaison with select committees and external scrutiny bodies on issues that arise in the programme and strategic direction.
  • Leading on responding to parliamentary questions, inquiries, correspondence relating the programme.
  • Engaging with other governments (e.g., South Korea) who have conducted similar projects as part of a lessons learnt exercise.

Governance, Communications and stakeholder engagement

  • Working with departmental communications staff to deliver external comms to manage public perception of the programme.
  • Leading internal briefings, policy papers and products for programme board and ExCo.
  • Organising ministerial and/or senior official site visits to provide them with updates to the build and generate positive press coverage.
  • Leading engagement with local community and industry on the impact and opportunities arising from the UK Health Security Campus Programme. This includes the local councils affected.

External

Security Clearance Level Requirement:

DBS Requirement - Basic DBS

For Fixed term posts

If you are not currently a civil servant, you will take up the post on a Fixed Term appointment.  You may be able to take this role up as a Secondment. If you are an existing Civil Servant, based outside of the UKHSA, you will take up the post as a loan which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA’s Pay policy. 

Salary Information

If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

Please note: The Chief Operating Officer (COO) group, where this role sits, is undergoing organisational change over the next 12–18 months. While the process is still in the planning stage, some roles may be affected by future restructuring. We are committed to keeping candidates informed and will share updates as they become available.

UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. If you're appointed to a role currently based at Canary Wharf, Colindale or Porton Down, please note that we'll continue investing in these sites for the next decade. As we get closer to the transition, we'll provide full information about relocation support available to staff.
