General Function: .

  • Lead development of complex software solutions in support of Navy systems.
  • Apply Agile and/or DevOps/DevSecOps methodologies in a professional setting.
  • Develop, test, and integrate code using languages such as Java, Python, Go, or C++.
  • Provide senior-level expertise for software engineering approaches, architectures, and modernization strategies.
  • Collaborate with Systems IV, Engineer IV, Computer Engineer IV, and ISSM III personnel to ensure cross-disciplinary integration.
  • Support technical reviews, milestone decisions, and engineering documentation.
  • Implement disciplined development processes following Agile, DevSecOps, and continuous integration/continuous delivery (CI/CD) practices.
  • Guide configuration management, documentation, and software lifecycle controls.
  • Work with cybersecurity engineers and ISSMs to embed STIG/SRG requirements, secure coding practices, and RMF-aligned engineering artifacts.
  • Engage with Navy stakeholders, engineers, fleet personnel, and program management to translate requirements into technical solutions.

Qualifications

Education/Certifications/Experience/Skills:

  • MS Degree in Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems.
  • 5+ years of professional experience with software engineering.
  • 3+ years of professional experience applying software development methodologies, including Agile and/or DevOps/DevSecOps in a professional or academic setting.
  • IAT Level II Certification: Security+ CE, CCNA Security, CySA+, CND.
  • Must possess and maintain a government security clearance at the Secret level.
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
  • Must be able to perform all functional duties independently.
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.

Preferred

  • Agile Developer certification or Certified Scrum Developer certification.
  • Experience developing HPC, AI/ML, or analytical software.
  • Experience supporting NCS/ICS environments.
  • Strong communication and collaboration skills to support cross-functional engineering teams.
  • Experience with Navy software development efforts.
  • Familiarity with Navy cybersecurity environments.
