Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). The Nevada National Security Sites (NNSS) is seeking a Manager 1 candidate that can demonstrate environment, safety, and health (ES&H) leadership. This position requires understanding of core industrial hygiene principles to ensure work places are maintained free from recognized health hazards.
Key Responsibilities
- Demonstrate environment, safety, and health (ES&H) leadership.
- Creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
- Manages and represents the Industrial Hygiene department to support Legal, ADA, and Occupational Medicine.
- Ensures adequate staff are available to support operations and projects.
- Maintains familiarity of underground operations, SEO HHF operations, risk assessments, hazard analysis, and exposure assessments.
- Ability to provide effective leadership for ES&H customers such as SEO HHF in a timely manner and ensure operational compliance with applicable regulations such as 10 CFR 850, 10 CFR 851, and customer specific requirements.
- Provide guidance for resolving IH issues that are entered into caWeb and assist with implementing the requested action items for closure.
- Communicate with ES&H Management, Nevada Field Office (NFO), and Joint Laboratory Office – Nevada (JLON) points of contact (POCs), and other MSTS customers. Acts as the primary interface between JLON and Mission Support and Test Services (MSTS) industrial hygiene teams to resolve discrepancies, conflicts, and concerns.
- Accomplishes financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, procuring supplies, and initiating corrective actions
- Ensures ESH company directives and procedures are relevant, effective, and up to date.
- Create presentations, metrics, and reports for senior management on a regular basis including but not limited to tier meetings, SMP presentations, DMOR updates, etc.
- Develop, track, and manage key performance indicators (metrics) for multiple organizational programs and responsibilities. Ability to use applicable data trending software such as Power BI and experience managing large databases such as Open Range, are preferred.
- Maintains quality service by enforcing quality and customer service standards, analyzing and resolving quality and customer service problems, identifying trends, and recommending improvements.
- Accomplishes ES&H staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, and participating in professional societies.
- Mentor and manage multiple key experienced OS&IH roles/responsibilities to include Subject Matter Experts and POCs.
- Accomplishes ES&H staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
- Responsible for assigned operational services and for assisting the line officials/supervisors with implementing policies and procedures as they relate to ES&H.
- Champions the Beyond Zero Culture of Caring to enhance teamwork and safety culture among the enterprise.
- Responsible for serving as the ES&H subcontract technical representative (STR) for multiple ES&H specific subcontracts such as mold remediation efforts.
- Oversee the implementation of ES&H Job Hazard Analysis (JHAs) in activity level work documents site wide.
- Responsible for assigned operational services and for assisting the line officials/supervisors with implementing policies and procedures as they relate to ES&H.
- Manage the battery room/UPS system program at the NNSS to include data trending, providing status reports to senior leadership and overall UPS guidance.
- Perform other duties as assigned by management.
- Bachelor’s degree in industrial Hygiene or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Must have experience with the Subcontract Technical Representative (STR) and procurement processes.
- Must have experience with the performance review process, dealing with human resources, legal, and ADA professionals.
- Must possess excellent interpersonal skills and ability to deal with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.
- Directly oversee the work of two or more employees.
- Experience with supporting SEO HHF facilities and with using Power BI is preferred.
- Ability to coach, supervise, lead, and mentor employees. Experience with performance management in Oracle is preferred.
- Ability to develop budgets, metrics, delegate, and make timely decisions.
- Attention to detail, and high degree of accuracy required in writing technical documents and ensuring all Company policies and procedures are followed.

- The primary work location will be at the NNSS (located 65 miles northwest of Las Vegas, Nevada). Dedicated time is allocated to support SEO HHF at the NNSS, battery/UPS areas site wide, and supporting activity level work documents. The work schedule will be 4/10s (Monday-Thursday).

- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
