Job Title: Business Analyst – IT Systems & Solution Architecture (Public Pension Domain)

Job Summary
We are seeking a highly skilled Business Analyst with a strong understanding of IT systems and solution architecture to support digital transformation initiatives in the Public Pension domain. The ideal candidate will bridge the gap between business needs and technology solutions, ensuring that systems are designed to meet regulatory, operational, and member service requirements.
Key Responsibilities
- Collaborate with stakeholders to gather, analyze, and document business requirements related to pension administration systems.
- Translate business needs into functional and technical specifications for IT teams.
- Architect end-to-end solutions that align with public pension regulations, data security standards, and legacy system integration.
- Lead workshops and working sessions with cross-functional teams including actuarial, finance, member services, and IT.
- Evaluate existing systems and recommend enhancements or replacements to improve efficiency and compliance.
- Support RFP processes, vendor evaluations, and implementation planning.
- Develop use cases, process flows, and data models to support solution design.
- Ensure traceability of requirements throughout the project lifecycle.
- Assist in testing, validation, and user training during system rollouts.
- Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field.
- 5+ years of experience as a Business Analyst in public pension-related projects.
- Strong understanding of IT systems, databases, APIs, and enterprise architecture principles.
- Experience with pension administration systems (PAS), eligibility, contributions, benefits, and actuarial data.
- Familiarity with regulatory compliance in public pension programs.
- Excellent communication, documentation, and stakeholder engagement skills.
- Proficiency in tools like JIRA, Confluence, Visio, and SQL.
- Experience with cloud-based pension platforms or modernization initiatives.
- Knowledge of Agile and Waterfall methodologies.

- The annual salary for this position is between $111,000 – $156,000 Bonus depending on experience and other qualifications of the successful candidate. This position is also eligible for Cognizant’s discretionary annual incentive program, based on performance and subject to the terms of Cognizant’s applicable plans.
