Job Description


Role and Responsibilities 

 

Strategic HR Responsibilities 

 

  • Develop and implement HR policies. 
  • Develop and update internal rules and regulations of the firm. 
  • Manage employee performance and disciplinary procedures. 
  • Act as a point of contact for all general HR and employee relations matters. 
  • Ensure legal compliance in all HR activities, staying up to date with Cambodian labor law, prakas, and relevant notifications. 
  • Support HR teams across regional offices and ensure consistency in practices. 

 

HR Operations and Compliance 

  • Prepare and manage payroll, employee compensation, and benefits. 
  • Manage firm’s insurance policies, medical claims, and study support for employees. 
  • Maintain personnel files with relevant and up-to-date documents. 
  • Maintain and update the HR database (new joiners, resignations, staff transfers). 
  • Manage leave and attendance records. 
  • Maintain HR systems and ensure data integrity. 
  • Prepare and update employee letters, announcements, and internal policy documentation. 
  • Handle employee relocation processes. 
  • Ensure labor compliance, including: 
  • Employee declarations (in/out) 
  • Work permits, staff books, and quotas for local and foreign employees 
  • Visa processing for expatriates 
  • Coordination with Ministry of Labor and Vocational Training (MLVT) and Department of Labor (DOL) 
  • Manage NSSF online system and ensure timely monthly payments and card processing. 

 

Recruitment and Onboarding 

  • Collaborate with the Regional Recruitment Manager to: 
  • Post job announcements 
  • Review applications and shortlist relevant candidates 
  • Organize interviews and manage communication with applicants 
  • Prepare offer letters and confidential agreements. 
  • Collect documents from new joiners and manage onboarding processes including orientation. 

 

Administrative Responsibilities 

  • Ensure punctuality and compliance with the firm’s internal policies and dress code. 
  • Maintain confidentiality and security of office documents and systems. 
  • Maintain building and equipment in good condition. 
  • Participate in the firm’s continuous performance management system. 

 

Requirements 

  • Master’s or Bachelor’s degree in Human Resource Management or a related field. 
  • Minimum 5 years of experience in HR management, ideally in an international organization (consulting, finance, large international manufacturing) with a mix of Cambodian and international employees. 
  • Strong knowledge of Cambodian labor law and compliance procedures. 
  • Excellent spoken and written English and Khmer  Track record of performing work duties / preparing correspondence / internal procedures in English language.  
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint). 
  • Strong interpersonal, communication, problem-solving, and multitasking skills. 
  • High attention to detail and ability to manage a demanding workload with discretion.
