Overview ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serve as Senior Program Analyst for the Organization's Continuity Program Management Office.
  • The Contractor shall provide emergency preparedness services, policy and program analysis, and training services; focus areas of instruction include Continuity of Operations, Emergency Management, Incident Command, and FEMA per the PWS.
  • Possess a working knowledge of or the ability to learn the Joint Strategic Capabilities Plan, Adaptive Planning and Execution, Joint Operational Planning, Joint Capabilities Development Processes, Operational Security practices, and Microsoft Office suite.
  • Provide operational and tactical level support for the development of two National Strategic level exercises per year and prepare a recap summary per the PWS.
  • Track the Emergency Relocation Group readiness in the database provided by the government (e.g., oracle, excel, access, eRoster, etc.) per the PWS.
  • Coordinate between multiple internal and external agencies for planning of large-scale exercises and develop a training plan per the PWS.
  • Produce decision matrices for senior leadership in the planning process and manage and maintain the NGB-J31 Mandatory Training Tracker.
  • Attend and participate in NGB-J31 Training and Operational Exercises.
  • Manage and track personnel readiness for the Continuity Program personnel in the database provided by the government.
  • Participate in working groups as required for development and advancement of the continuity program.
  • The contractor will be required to learn and use the management of a mass notification system utilized by the National Guard and Army.
  • Be prepared to travel on short notice to support operations in a continuity environment for an extended periods of time as required.
  • Upon request, the Contractor shall attend and participate in Division/Branch Chief Meetings at the TARC or via teleconference for applicable branches to maintain situational awareness within the organization.
  • Provide any additional reports, updates, summaries and analysis as prescribed in the PWS. EXPERIENCE, EDUCATION, AND LICENSURE:
  • A degree in relevant discipline from an accredited college is highly desired with four (4) years of DoD or Army regulations, policies, procedures, and guidelines experience in National Guard Continuity of Operations Planning.
  • Clearance Level: TS/SCI PHYSICAL REQUIREMENTS: The physical demands described must be met by an employee to perform the essential functions of the job. The employee must be able to: see, hear, and speak; lift objects weighing up to 20 pounds; sit for extended time; and use a personal computer and typical peripheral devices. TRAVEL: As required and at undisclosed locations. ADDITIONAL QUALIFYING FACTORS: Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
