The Bank for International Settlements (BIS) is hiring a Head of Talent Services.

This role is based in Basel, Switzerland however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Purpose Of The Job
Our mission is to support central banks' pursuit of monetary and financial stability through international partnership and to act as a bank for central banks.
You will contribute to this mission by leading and developing the HR Business Partner, Talent Acquisition, and Talent Management teams to deliver strategic, technology-enabled talent solutions that aligns with the organisation’s goals and needs. You will be responsible for shaping and executing the organisation's workforce strategy, including forecasting future talent needs, addressing critical skill gaps, and designing workforce development initiatives that align with organisational priorities through the effective use of data, artificial intelligence (AI), and innovative technologies.
By Joining The Human Resources Department, You Will
- Report to the Head of HR and will collaborate closely with the Head of People Services to ensure an integrated approach to HR service delivery, process optimisation, and data-driven decision-making.
- Act as a key advisor to senior leadership, supporting change initiatives, organisational development, and workforce planning

Strategic Talent Leadership
- Lead the HR Business Partner, Talent Acquisition, and Talent Management teams, setting clear priorities and fostering a culture of continuous improvement.
- Act as a strategic partner to senior leaders, supporting organisational change programs and providing expert advice on workforce planning, talent development, and organisational design.
- Identify current and future skill gaps, and develop strategies to address them through internal development, external recruitment, and contingent workforce solutions.
- Partner with the Head of People Services to align talent initiatives with HR operations, data management, and process optimisation.
- Develop and implement a forward-looking talent strategy aligned with the organisation’s business objectives and the evolving needs of the workforce.
- Lead the design and delivery of workforce planning initiatives, including succession planning, talent pipeline development, and support for diversity and inclusion efforts.
- Leverage data analytics, digital tools, and emerging technologies to inform talent decisions, measure the effectiveness of talent programmes, and recommend improvements
- Ensure the delivery of high-quality, client-focused talent services across the organisation with a strong focus on the user-experience.
- Drive process improvements and efficiencies in talent acquisition, onboarding, talent management, and HR business partnering by championing the adoption of digital solutions, automation, and AI-powered tools.
- Foster a culture of innovation within the Talent Services team, encouraging experimentation and continuous learning in the use of technology and data-driven approaches.
- Ensure that technology adoption aligns with organisational goals, enhances decision-making, and supports a modern, agile HR function.
- Build strong relationships with senior leaders and other stakeholders to understand business needs and deliver tailored talent solutions.
- Provide leadership for change management initiatives, ensuring effective communication, stakeholder engagement, and successful implementation of new talent programs.
- Lead, coach, and develop the Talent Services team, fostering a high-performance, inclusive, and collaborative culture.
- Set clear objectives, provide regular feedback, and support professional growth within the team.
- Ensure all talent management practices comply with internal policies, legal standards, and regulatory requirements.
- Oversee the development and reporting of key talent metrics and KPIs to inform decision-making and monitor progress.
- Master’s degree with extensive experience in HR or HR related activities, with a strong background in talent management and/or, HR business partnering, and/or talent acquisition.
- Proven experience leading teams and managing complex HR projects in an international or matrixed environment.
- Demonstrated experience in the implementation and use of digital HR solutions, data analytics, or AI tools to drive HR outcomes.
- Experience in organizational design, change management, and workforce planning is highly desirable
- Strategic and analytical mindset, with the ability to interpret data and translate insights into actionable talent strategies.
- Demonstrated ability to develop and lead high-performing teams.
- Strong stakeholder management, influencing, and communication skills, with the ability to engage effectively at all levels of the organisation.
- Experience in process improvement and a commitment to service excellence.
- Deep knowledge of HR best practices, talent management, and change management methodologies.
- Ability to navigate ambiguity, drive change, and deliver results in a fast-paced, evolving environment.
- Fluency in English; additional languages are an asset.
- International exposure or experience in central banking/financial services is an advantage
