Job Summary & Responsibilities:


Overview:


Bloom is seeking a Fractional HR / People Operations Manager to support our growing team across the U.S. and internationally. This role will own HR operations, compliance, and people systems while building scalable infrastructure for a fast-moving startup. The ideal candidate is a systems-oriented operator—proficient in Gusto and other modern HR tooling—with experience supporting distributed teams, contractor networks, and international employees. You’ll work closely with leadership to implement policies, manage compliance, and create a strong foundation for future growth.


Objectives
  • Build and maintain the HR and people operations foundation for a scaling startup.
  • Ensure compliance with employment laws and best practices across multiple states 
  • Optimize and administer HR systems, including Gusto (payroll/benefits), Google/Slack/Front (technical), and Angellist (equity). 
  • Develop repeatable processes for onboarding, offboarding, and performance tracking. 
  • Support hiring, contractor management, and global payroll structures.
  • Build an amazing culture and foundational employee experience 


Key Responsibilities
  • People Operations & Compliance:
  • Manage onboarding, offboarding, and HR documentation across the organization. Oversee payroll, benefits, and contractor payments through Gusto and partner systems. Administer and maintain equity programs via Carta, including option grants and vesting schedules. Ensure compliance with employment, contractor, and data privacy laws across jurisdictions. Support visa, work authorization, and employer-of-record (EOR) coordination for international employees.
  • Systems & Process Design:
  • Build and document HR and people ops processes for a growing, distributed team. Implement lightweight tools and automations to improve scalability and accuracy. Coordinate with finance and legal teams on payroll, reporting, and audits. Maintain employee data, agreements, and equity records in centralized systems.
  • Culture & Team Enablement:
  • Support hiring and onboarding of new team members and coordinate job postings. Develop internal communications and feedback loops that reinforce Bloom’s values and culture. Assist leadership in designing performance review and retention frameworks.


Deliverables
  • Accurate and compliant HR and payroll systems. 
  • Documented HR processes and policies. 
  • Streamlined onboarding and offboarding workflows.
  • Employee handbook 
  • Up-to-date equity administration and compliance records. 
  • Improved employee experience and engagement.


Qualifications


Preferred:
  • 2+  years of HR, People Ops, or Operations experience in a startup or high-growth environment. 
  • Proficiency with Gusto and G Suite (Hubspot a +). 
  • Working understanding of U.S. employment law, HR compliance, and contractor classification. Exceptional organizational and communication skills.
  • Works well in ambiguous environments.
  • Enthusiastic attitude.
Bonus:
  • Experience in hardware, mobility, or marketplace startups. 
  • Familiarity with EORs, global payroll, and cross-border employment models. 
  • Proven ability to build HR systems and processes from the ground up.


Compensation
  • Competitive hourly commiserate with relevant experience 


Engagement Details:


Part-time / Fractional (10–15 hrs per week) Contract or retainer-based engagement Hybrid or remote, with preference for Detroit-based candidates or those able to work from Newlab @ Michigan Central periodically.
