What You Will Do

The Chief Information Officer (CIO) is seeking a dynamic and strategic leader to serve as Deputy Chief Information Officer (DCIO) for the Information and Technology (I&T) Division. Comprised of more than 1,200 employees and managing a $200M budget, the I&T Division is responsible for delivering efficient, secure, and innovative IT and cybersecurity services that enable the Laboratory to achieve its mission-critical milestones.

The I&T Division includes:

  • Infrastructure Services Division (ISD): Provides network infrastructure and services, production systems, telecommunications, and collaboration tools.
  • Innovative Customer Experience (ICE): Oversees desktop support, system administration, software patching, encryption, and secure account management.
  • Program Strategy and Execution (PSE): Manages program and portfolio execution, records, and document control.
  • Application and Data Services (ADS): Delivers enterprise software applications, data management, and digital solutions across the Laboratory.
  • Chief Information Security Officer (CISO): Leads enterprise cybersecurity strategy, governance, and incident response to ensure secure operations across classified and unclassified environments.

As Deputy CIO, you will partner with the CIO to provide strategic leadership to drive mission-aligned IT operations, cybersecurity, and enterprise digital transformation across the Laboratory. Working closely with IT leaders across I&T-including the, CISO, and Chief Data Officer (CDO)-you will ensure cybersecurity and resilience are integrated into all aspects of the Laboratory's technology strategy.

Your responsibilities will include:

  • Advancing digital modernization through cloud adoption, automation, analytics, and AI-driven solutions.
  • Strengthening IT governance, service delivery, and operational efficiency.
  • Driving enterprise risk management, vulnerability reduction, and incident response readiness.
  • Leading enterprise-wide transformation initiatives in support of modernization, user experience, and mission enablement.
  • Building partnerships with internal divisions, mission programs, and external stakeholders to ensure secure, reliable, and customer-focused services.
  • Collaborating with the CDO to mature enterprise data governance, enhance analytics capabilities, and enable data-informed decision-making across the Laboratory.
  • Championing the I&T Liaison Program, reinforcing I&T's position as the Laboratory's "Provider of Choice" in delivering technology and service excellence.
  • Promoting a culture of innovation, accountability, and continuous improvement within I&T to build a best-in-class, customer-centric organization.

As part of the I&T Leadership Team, the DCIO plays a pivotal role in uniting technology, security, and mission objectives-ensuring the Laboratory remains agile, secure, and forward-looking in a rapidly evolving digital landscape.

What You Need

Minimum Job Requirements:

  • Successful experience leading large, complex, multidisciplinary technical organizations with significant fiscal and programmatic responsibilities.
  • Demonstrated knowledge of information technology and cross-organizational capabilities and how they enable the Laboratory's broader mission.
  • Proven experience in cybersecurity leadership, integrating secure practices into enterprise operations while maintaining compliance with federal standards (e.g., NIST, FISMA, CCRI).
  • Strong background in enterprise IT operations, including infrastructure, cloud services, networks, and service delivery, with an emphasis on reliability, scalability, and resilience.
  • Expertise in developing and implementing IT governance frameworks, policies, and performance standards to ensure accountability and regulatory compliance.
  • Demonstrated success leading modernization and digital transformation initiatives using emerging technologies such as cloud computing, automation, advanced analytics, and zero-trust architectures.
  • Experience in organizational change management, stakeholder engagement, and workforce transformation to support large-scale modernization.
  • Working knowledge of key business and IT domains such as human resources systems, acquisition services, portfolio and project management, records and document control, and data center operations.
  • Distinguished record of strategic planning, personnel management, fiscal stewardship, and customer engagement.
  • Commitment to service-level management, continuous improvement, and mission-aligned delivery.
  • Demonstrated ability to interact effectively with all levels of personnel and customers, fostering collaboration, creative problem solving, and effective decision-making.
  • Proven leadership characteristics including personal integrity, accountability, teamwork, and commitment to excellence.
  • Experience providing support in both classified and unclassified environments.

Education/Experience: Bachelor's degree in computer science, engineering, or related field, plus a minimum of 12 years of IT and/or business leadership experience required. Master's degree in information management, cybersecurity, or business administration preferred.

Desired Qualifications:

  • Demonstrated experience collaborating with Laboratory management and broad understanding of LANL's mission and operations.
  • Proven success partnering with cybersecurity leadership (CISO) to align IT and security operations.
  • Experience modernizing Enterprise Resource Planning (ERP) or large-scale modernization initiatives, including cloud-based or hybrid ERP implementations.
  • Demonstrated ability to build partnerships and collaborate across diverse stakeholders, including IT service providers, mission programs, and federal partners.
  • Strong analytical, organizational, and decision-making skills with a proven record of solving complex technical and strategic challenges.
  • Exceptional ability to communicate vision, priorities, and results with clarity and influence across the organization.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM and Santa Fe, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
